Description
The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source contract with Carrier Corporation (Carrier) pursuant to FAR 6.302-1(a)(2) for the following services: adding variable frequency drives to the agency's One White Flint North (OWFN) 19XL building chillers and upgrading the control system on the agency's Two White Flint North (TWFN) 19XL tenant chillers. The addition of the variable frequency drives will improve the energy efficiency of the chillers, while the upgrade of the control system is required due to obsolescence issues. Carrier will no longer be supporting or manufacturing parts for the chiller control system currently employed by the NRC. If the agency's control system were to breakdown, the NRC may not have the ability to have the system repaired or obtain spare parts in a timely manner. As the original equipment manufacturer (OEM), Carrier is the only qualified vendor to perform the work required by the agency. The company manufactures equipment that contains proprietary technology that directly interfaces with the chiller equipment currently in use at the NRC. Additionally, Carrier has the original design and fabrication information on the NRC's chillers and can assist in troubleshooting and resolving any issues that arise. This knowledge will allow Carrier to perform a detailed analysis of existing chiller capabilities and ensure proper control coordination between the compressor, building load and the variable speed drive associated with the variable frequency drive installation. Additionally, Carrier's in-depth knowledge of the NRC's system will provide the NRC a high level of assurance that control algorithm mistakes, improper shutdown interfaces or mistakes in the installation of the protection system for the control system upgrade are minimized. Finally, the control system upgrades employ proprietary technology that interfaces with the NRC's chillers and cannot be provided by another company. The improper installation of the variable frequency drives and control system or any miscalculations in software will result in significant damage to the NRC chillers. The period of performance of this requirement is anticipated to be 3 months from the date of contract award.
