The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions, COAC Services Branch, has a requirement on behalf of the National Institutes of Health Center for Regenrative Medicine (NIH-CRM) for the generation of iPSC lines with a reporter gene at an integration site in a safe harbor. Background The National Institutes of Health Center for Regenerative Medicine (NIH-CRM) provides services to the National Institutes of Health (NIH) intramural community to facilitate clinical translation of induced pluripotent stem cell technology. Purpose NIH-CRM requires the generation of iPSC lines with a reporter gene at an integration site in a safe harbor. Examples of safe harbor sites include the envy locus, the AAVS1 Chr19 locus, the R4 Chr13 locus, HPRT, ROsa etc. Examples of reporter genes include GFP and its variants, antibiotic selection markers such as neomycin, and catlytic enzymes such as luciferase and alkaline phosphatase. Reporting Progress reporting should be explained with no less than one update per month as well as notifications. Mandatory Evaluation Criteria All protocols for providing such services should be able to be converted to GMP-quality. Shipping of cells must be possible overnight, with cell survival at minimum in the range of 80-90%. Technical Evaluation Criteria Points Demonstrated successful generation of iPSC lines 30 Description of technology and protocols for iPSC line differentiation 30 Experience of Staff 20 Milestone Reporting 20 Total Points 100 All products generated will be proprietary to the NIH-CRM. The Government intends to evaluate the proposals and award the order without discussions with offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary. The Government may reject any and all offers if such action is deemed necessary. The Government may also waive informalities and minor irregularities in the offers received.
