- Solicitation Number: NHLBI-CSB-(AR)-2011-310-CRS Solicitation Type: Competitive Suggested Source: Full and Open Competition Title: iPS Stem Cell Line Production (Targeted Gene Insertion) NAICS: 541990/$7.0 Million The solicitation number is NHLBI-CSB-(AR)-2011-310-CRS and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53, August 4, 2011. This is Full and Open Competition. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions, COAC Services Branch, has a requirement on behalf of the National Institutes of Health Center for Regenerative Medicine (NIH-CRM)for iPS Stem Cell Line Production (Targeted Gene Insertion) services. Background The National Institutes of Health Center for Regenerative Medicine (NIH-CRM), provides services to the National Institutes of Health (NIH) intramural community to facilitate clinical translation of induced pluripotent stem cell technology. Purpose NIH-CRM requires the generation of targeted gene insertion into a locus of our (NIH-CRM) choice in an iPSC line that will be provided by NIH-CRM to the contractor. The insertion site must be validated and there must be no off target insertions. Reporting Progress reporting should be explained with no less than one update per month as well as notifications. Mandatory Evaluation Criteria All protocols for providing such services should be able to be converted to GMP-quality. Shipping of cells must be possible overnight, with cell survival at minimum in the range of 80-90%. Technical Evaluation Criteria Points Demonstrated successful generation of iPSC lines 30 Description of technology and protocols for targeted gene insertion into iPSC 30 Experience of Staff 20 Milestone Reporting 20 Total Points 100 All products generated will be proprietary to the NIH-CRM. This requirement is under the North American Industry Classification System (NAICS) 541990, All Other Professional, Scientific and Technical Services, and the Size Standard is $7.0 Million. Quotations are due August 29, 2011 by 9:00 a.m., Eastern Time. An award will be made to the offeror whose proposal offers the best value to the Government. The technical proposal will receive paramount consideration in the selection of the offeror for award. All evaluation factors, other than cost or price, when combined are significantly more important than cost or price. The Government intends to evaluate the proposals and award the order without discussions with offerors. Therefore, the initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary. The Government may reject any and all offers if such action is deemed necessary. The Government may also waive informalities and minor irregularities in the offers received. Only one (1) award will be made. The offeror's proposal must include itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. Note: In order to receive an award from NHLBI, contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov, and ORCA https://orca.bpn.gov/login.aspx. The proposal must reference the Solicitation number NHLBI-CSB-(AR)-2011-310-CRS. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Suite 6150B, Bethesda, MD 20892-7902, Attention: Caitlin Savina. Proposals may be submitted electronically to caitlin.savina@nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
