Description
The VA, Dallas VISN 17, Contracting Division plans to solicit offers for the Construction and Design Build to support requirements in the VA Dallas Medical Center. The purpose of this Pre-Solicitation Notice is to inform qualified entities interested in providing these services that the release of the Invitation for Bid (IFB) is imminent. General Information: The Contractor will provide all supervision, labor, materials, tools and equipment, and design-build services are to be constructed per the SOW. These improvements are necessary for design and renovate the general offices sections of Building 71 for the mental health staff. This project involves renovating and/or relocating nurse work stations, improve lighting and ceilings, create additional staff work stations, storage sites, and expand patient/visitor lounge areas and the renovation of patient and visitor restrooms. The place of performance is located at VA North Texas Health Care System, 4500 S. Lancaster, Dallas, Texas 75216. The type of contract is firm fixed-price. The North American Industry Classification System (NAICS) code for this project is 236220. This requirement is a competitive, 100% percent Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The method of procurement shall be an Invitation for Bid (IFB) in accordance with FAR Parts 14 and 36. The magnitude of this project is between $1,000,000 and $5,000,000. Offers are due on or about the 12 September 2011. All firms who respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quotation: Be able to understand written and spoken English; Have an established business with a permanent address and telephone listing; Have the necessary personnel, equipment and financial resources available to perform the work; Have all licenses and permits required by local law; Meet all local insurance requirements; Have the ability to obtain a performance and guarantee bond and a payment bond, or to post adequate performance security, such as irrevocable letters of credit or guarantees issued by a reputable financial institution; Have no adverse criminal record; Have good experience and past performance records; and Have no political or business affiliation, which could be considered contrary to the interests of the United States. The Government will conduct a Site Visit, dates to be announced in the forth coming solicitation. Plans and specifications will not be provided in a hard paper copy. Notification of amendments will be made via FedBizOpps. Check FedBizOpps daily for any posted changes to the solicitation.
