- The Centers for Disease Control and Prevention intends to award on a sole source basis a purchase order to Dr Haomiao Jia of Columbia University, 617 West 168th Street, New York, New York 10032. The purchase order is for the purpose of applying previously developed methodology to Quality Adjusted Life Expectancy (QALE) lost due to a mental health condition and to Quality Adjusted Life Expectancy gained due to a preventive factor over time. 1) Perform a literature review to determine whether mental health disorders and preventive factors can be adapted to the framework of QALE. 2)Estimate age-specific mortality rates for at least one mental health disorder and one preventive factor from specified mortality data or prospective follow-up data and prevalence of these disorders and preventive factors.3) Disseminate findings from these analyses via presentations and scientific publications to inform public health analysts, decision-makers and current users of health related quality of life methods. Market research for prospective vendors was conducted using published professional literature and the internet. From the select group of scientists who have the extensive experience required, Dr. Jia is the only one who has advanced analytical knowledge of surveillance measures and data used in the State Based Behavioral Risk Factor Surveillance System. The learning period required by other vendors to become proficient analyzing data in the system would exceed program budget and time requirements and therefore, would not be cost effective. The North American Classification System Code is 611310. This requirement is not set aside for small businesses. It is being procured under the simplified acquisition procedures, found in the Federal Acquisition Regulations (FAR) Part 13. The authority for this sole source is FAR 6-302-1- Only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance shall continue for 12 months after award date. This notice is not a request for competitive proposals and no solicitation is available. However, firms that believe they can provide all items listed for procurement need to submit a written notification of interest and capability to the Contracting Specialist within 15 days from the publication date of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a future competitive procurement.
