- 1.Background: US Marine Corps Forces, Korea (MARFOK) has determined a requirement for Two-way Wireless Email Device (TWED), Personal Data Assistant (PDA) device to assist personnel with command duties when away for their computer. MARFORK has also determined that the current cell phone allocation is out dated and must be refreshed with modern devices. 2.SCOPE OF WORK: The contractor shall provide all personnel, supervision, equipment, transportation, tools, and materials not otherwise identified as Government furnished equipment (GFE) or property (GFP), and other non-personal services necessary to perform services defined in this Performance Work Statement (PWS), for MARFOK. This contract entails cell phone, TWED, CAC reader and their accessories. This contract services all locations within the Republic of Korea. The contractor shall provide roaming services, as defined in Para. 3.1.3. and 3.3.3., to, from, and amongst the following locations: Republic of Korea, all U.S., Japan and Europe. The Contractor shall provide cell phone and TWED service 24 hours per day and 365 days per year. The Contractor shall perform all administrative actions, which require Government coordination, during normal duty hours, Monday through Friday from 8:00 AM - 5:00 PM (0800 - 1700). 3.REQUIREMENTS 3.1.TWED - PDA device 3.1.1.The contractor shall provide twenty six (26) TWEDs; model# is 'Blackberry 9800 Torch' and their accessories. 3.1.2.The Government will provide twenty six (26) phone number accounts for TWED. 3.1.3.The contractor shall provide TWED services in all locations within the Republic of Korea. The contractor also shall provide roaming services, to, from, and amongst the following locations: Republic of Korea, all U.S. (some areas may not be covered like Alaska, depends on SK Telecom's roaming coverage), Japan, and Europe and future expansion capability as they become available. This service shall have unlimited voice and data. 3.1.4.All TWEDs on screen prompts and voice instructions shall have English enabled text and wording. All instruction manuals shall be furnished in English. 3.1.5.Government may increase TWED up to 40 in the 1st or 2nd option period. 3.1.6.When Government may increase TWED, the contractor shall provide TWED and its accessories approved for use on NMCI (Navy / Marine Corps Intranet) list. 3.2.CAC (Control Access Card) reader 3.2.1.The contractor shall provide twenty six (26) CAC readers (model# PRD-16951-001) and their accessories. 3.2.2.The contractor shall provide expertise to install Control Access Card (CAC) readers that allow users to send digitally signed and/or encrypted email, receive digitally encrypted email and/or use encrypted PIN-to-PIN Instant Messaging on TWED. 3.2.3.All instruction manuals for CAC reader will be furnished in English. 3.2.4.Government may increase CAC readers up to 40 in the 1st or 2nd option period. 3.3.Cell phone 3.3.1.The contractor shall provide totally fifty one (51) "voice and text" cell phone devices and their accessories which should be brand new products released within the past eight (8) months from this solicitation issue date. 3.3.2.In the fifty one (51) cell phones, The Government will provide thirty nine (39) phone number accounts and the contractor shall provide the twelve (12) phone number account. 3.3.3.The contractor shall provide cell phone services in all locations within the Republic of Korea. The contractor also shall provide roaming services, to, from, and amongst the following locations: Republic of Korea, all U.S. (some areas may not be covered like Alaska, depends on SK Telecom's roaming coverage), Japan, and Europe and future expansion capability as they become available. This service shall have unlimited voice and data. 3.3.4.All cell phone devices on screen prompts and voice instructions shall have English enabled text and wording. All instruction manuals will be furnished in English. 3.3.5.Government may increase cell phone device up to 100 in the 1st or 2nd option period. 3.4.Administration: The contractor shall provide Administration Services which include, but not limited to Leasing, Call Plan, Delivery, De-activation, Re-activation, Submission of Invoice and Summary Report, Cancellation, Telephone number change, Repair and Replacement. The contractor shall provide the following plans. 3.4.1.Life-cycle of Lease according to Para 6.1. 3.4.2.Life-cycle of Replacement according to Para 6.3. 3.4.3.Call Plan according to Para 8. 3.4.4.Activation and USIM according to Para 9. 3.4.5.De-activation & Re-activation according to Para 10. 3.4.6.Submission of invoice and Summary Report according to Para 11. 3.4.7.Cancellation according to Para 12. 3.4.8.Telephone number change according to Para 13. 3.4.9.Repair and Replacement according to Para 16. &Para 17. 3.5.The contractor shall have a physical business presence in Republic of Korea for on-site support and training as needed for cell phone and TWED.
