This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and another separate written solicitation will not be issued. The solicitation number is FA9302-12-R-1056. The solicitation is issued as a request for proposal (RFP) in accordance with FAR Parts 12 and 13. The solicitation incorporates provisions and clauses listed in the attached Model Contract are those in effect through Federal Acquisition Circular 2005-53 and DFARS Publication Notice (DPN) 20110725. Competition: This acquisition is a full and open competition. The NAICS code is 611430 with a size standard of $7M. A written solicitation is being used to facilitate proposal preparation and evaluation. The written solicitation and attachments must be downloaded from www.fbo.gov. No hard copies will be issued. Contractors must be registered in the Central Contractor Registration (CCR) system prior to award for solicitations issued after 31 May 1998. To register in CCR, go to http://www.ccr.gov. For a list of contract line item number(s) and items, quantities and units of measure see attached Model Contract with additional instructions and evaluation criteria. Description of requirements for the items to be acquired: This program provides highly specialized, complex electronic warfare (EW) technical classroom course instruction in the primary areas of infrared (IR) and radio frequency (RF), IR and RF countermeasure systems, directed energy weapon systems, low observable weapon systems, aircraft survivability, and net-centric warfare systems. The training requirements are at the advanced graduate level for developing and increasing the proficiency of EW engineers involved in test and evaluation (T&E) in the aforementioned EW technical areas. These courses are for the curriculum offered by the EW T&E University (EW T&E U) located at the Air Force Flight Test Center (AFFTC), Edwards AFB, CA. The period of performance is 1 Oct 2011- 30 Sep 2016. See Performance Work Statement (PWS) for further details, Attachment 1 to the model contract. Offerors should pay attention to the instructions in Addendum to 52.212-1, Instructions to Offerors - Commercial Items, which is incorporated in the Model Contract with additional instructions and evaluation criteria. Offerors should pay attention to the instructions in Addendum to 52.212-2, Evaluation - Commercial Items, which is incorporated in the solicitation document. The required contents of the proposal package are described in detail in the Addendum to 52.212-1. The offeror shall include with its proposal a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Alternate I) and a completed copy of the provision of Defense Federal Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror Representations and Certifications -Commercial Items or a copy of the full complete Online Representation and Certifications Application (ORCA). The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Method of Evaluation: The Government will award a contract to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and past performance considered. Past performance is significantly more important than price. Type of Contract Contemplated: The Government anticipates award of a firm fixed price Indefinite Delivery/Indefinite Quantity contract. Contract financing will not be provided for this acquisition. The first Task Order will be issued for the four classes. The courses, along with the dates and location to be provided are given below. The first Task Order period of performance is 01 Oct 2011 to 31 Jan 2012: EWE 0120 - Elements of Open Air Testing, 16 - 21 Oct 2011, Las Vegas, NV EWF 0010 - Radar Fundamentals for EW T&E Engineers, 15 - 18 Nov 2011, Edwards AFB, CA EWS 0110 - EW Receiver Systems T&E, 13 - 16 Dec 2011, Edwards AFB, CA EWF 0020 - Introduction to EW, 24 - 27 Jan 2012, Edwards AFB, CA Pricing will be in accordance with the Class Price Schedule, Attachment 3 to Model Contract. No separate proposal is required. Electronic Invoicing/Important Notice to Contractors: Any award resulting from this solicitation will include Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under Department of Defense (DoD) contracts to be submitted in electronic format. Wide Area Workflow Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors shall register for an account at https://wawf.eb.mil. All correspondence sent via e-mail shall contain a subject line that reads "FA9302-12-R-1056". Email filters at Edwards Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or content (i.e., exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also,.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at Edwards AFB. Ensure only.PDF,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. Information Regarding Submission of Proposal: Hand carried proposals must be deposited in the bid depository located at 5 South Wolfe Ave, Bldg. 2800, Edwards AFB, CA. The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number, and the name and address of the offeror. PROPOSALS ARE DUE ON OR BEFORE 4:30 PM PDT 12 SEPTEMBER 2011 Offerors are cautioned that Edwards AFB, CA has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HANDCARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt. Late proposals will be processed in accordance with FAR 52.212-1(f) "Late submission, modifications, revisions, and withdrawals of offers." Attachments 1.
