- PRE-SOLICITATION NOTICE ONLY: SOLICITATION WILL BE ISSUED ON OR BY AUGUST 23, 2011. OFFERS-QUOTES WILL BE DUE BY COB SEPTEMBER 15, 2011. The project consists of the following general scope of work: The Contractor will provide services in support of the development, training and application of smoke modeling tools and products for support of wildland fire planning, operations and decision-making for the USDA, DOI and other agencies.... To accomplish this, the Contractor will serve as a primary point of contact and expert on current smoke modeling tools as incorporated into the Wildland Fire Decision Support System Air Quality Portal. Background - The U.S. Forest Service AirFire Team has created a unified air quality and smoke tools webpage for wildland fire managers concerned with smoke from wildfires and prescribed burns (http://firesmoke.us). This site has been developed as a stand-alone Air Quality Portal add-on to the Wildland Fire Decision Support System (WFDSS), an enterprise-level tool for informing and documenting many different types of decisions on wildland fires. Work is now underway to greatly enhance the capabilities of this air quality component of WFDSS, to bring the capabilities of the air quality tools directly into WFDSS itself, and to create a more integrated user experience across the full range of WFDSS including the smoke-related tools. As part of the WFDSS air quality development and reorganization the Government is in need of support services that will - • revamp and revise help features; • expand supporting documents, • rework and increase user trainings; and • enhance access to on-call expertise. This work is needed to make the new WFDSS air quality component successful. The contract to be issued as a result of the solicitation is designed to make these enhanced support services available to the WFDSS community and to ensure that the lessons learned from the WFDSS community are brought back into the technical development process. NOTE: the actual programming and web development work will be done through other means; the Contractor here is not expected to perform these functions but rather to provide input and guidance for them. A Request for Quotations - (RFQ) solicitation will be issued for the performance of all work items. This acquisition is set aside in total for small business concerns.
