Description
UNITED STATES GOVERNMENT SEEKS EXPRESSIONS OF INTEREST FOR LEASE OF WAREHOUSE AND RELATED SPACE The Government is considering whether to remain in its existing lease space or relocate to alternative space. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, non-productive agency downtime, etc. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government's requirements. With specific respect to expected rental rate information, the Government will assume a maximum rental rate above which would require an authorized lease prospectus in the event the respondent fails to include such information. Solicitation Number: 0MD2164 State: Maryland City: Beltsville Must be located within the following Delineated Area: Point of Beginning is at the intersection of Route 32 and Route 29 aka Old Columbia Pike. From this intersection, go Southwest on Route 29 until it intersects with and combines with Route 97. Continue South on Route 29, which turns into 7th St NW in Washington, DC. When 7th St NW intersects with New York Ave, turn Northeast on New York Ave and continue until New York Ave intersects with Highway 395. Turn South and follow Highway 395 to I-295, then proceed East on I-295 which then turns Southerly until it intersects I-495. Turn Northeast on I-495 and follow I-495 in a generally Easterly direction until it intersects with Route 4. Continue East-Southeast on Route 4 until it intersects Route 301. Continue North on Route 301 until it intersects with Route 197 aka Collington Rd. Turn Northwest on Route 197 and continue in a generally North-Northwesterly direction, turning into Laurel Bowie Rd, until it intersects Highway 295. Continue Northeast on Highway 295 until it intersects Route 32 aka Patuxent Freeway W., continue Northwest on Route 32 until it returns to the Point of Beginning at the intersection of Route 32 and Route 29. Ft.: 116,322 ABOA of contiguous space Space Type: Warehouse approximately 10,000 RSF of which is office space Parking Spaces (Total): 60 Full Term: 10 Years Firm with One 5 Year Option to Renew Firm Term: 10 Years Occupancy (Estimated): Approx. 12 mos. from lease award but NLT December 1, 2012 Additional Requirements: • Minimum of Nine (9) loading docks • Back-up generator • No less than 20 ft column spacing • Secured loading dock area for a vehicle fleet including an 18-wheel tractor trailor, four (4) box trucks, one twelve (12) passenger van and one (1) SUV • Fenced Surplus Vehicle Storage Lot approximately 50' X 120' Submission Requirements: Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): • Building name/address and age. • Information on project and building ownership. • Legal property description, recent survey, and property identification numbers (PIN). • Location of space in the building and date it will be available. • Site Plan showing parking space, loading areas and vehicular maneuverability • One-eighth inch scale drawing (as-built) of space offered. • ANSI/BOMA defined office area/useable square feet (ABOA SF). • Rentable Square Feet (RSF) and ABOA offered and corresponding rental rates per square foot, specifying services, utilities, inclusive of a tenant improvement allowance of $8.42 per ABOA included. • Name, address, telephone number, and email address of authorized contact. • In cases where an agent is representing multiple ownership entities, written acknowledgement. • Permission to represent multiple owners for the same submission. Authorized Contacts: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative UGL Services Equis Operations. Offered space must meet Government requirements for fire and life safety, accessibility, seismic and sustainability standards per the terms of the Lease. Offered space shall not be in the 100 year flood plain.
