- Presolicitation Notice for INTEGRATED LIBRARY SYSTEM (ILS) UNDER SOFTWARE AS A SERVICE (SaaS): The purpose of this Presolicitation notice is to notify potential suppliers that a request for quote(RFQ) is anticipated to be issued on or about 24 Aug 2011 for Intergrated Library Service(ILS) under Service as a Software(SaaS) for the purpose of maximizing competition of vendors able to support ALL required capabilities. No award will be made from this Presoliciation notice and the Government will not pay for any effort expended in responding to this notice. Acquisition will be conducted in accordance with FAR Parts 12 and 13. The chosen NAICS code for this acquisition is 541512, Computer System and Design Services. Small business size standard is $25M. The Product Service code chosen is D307, Automated Information System Design and Integration Services. The acquisition is unrestricted and is not set-aside for small business. The contracting officer anticipates offer due date to be 5 duty days after the RFQ is issued on FEDBIZOPs. Point of Contact: Elizabeth Lawson, Contract Officer 719-333-3929 elizabeth.lawson@usafa.af.mil Background & Acquisition History The USAF Academy (USAFA) Libraries currently has SirsiDynix Symphony as Integrated Library System(ILS) support. SirsiDynix is the current provider of this library management software. USAFA Libraries now require migration of the current SirsiDynix Symphony system to a SirsiDynix Symphony hosted option, Service as Software (SaaS). USAFA has been operating a Sirsi Integrated Library System on locally owned SUN Microsystems hardware since November 2000. Initially, it was a local consortium of five USAFA branches and the Ft. Carson Post Library. The installation has shrunk as the USAFA Hospital and AV libraries were closed and Ft. Carson migrated to an Army-hosted system. Currently, the system supports the McDermott Library (the Cadet "Academic" Library), the USAFA Base Library, the Center for Education Excellence faculty reading collection, and the DFENG Blue Tube Lab. Detailed information on the existing computer infrastructure is available upon request. The NAICS code is 511210 Software Publishers and SIC is 7372 Prepackaged Software. Requirements The core functions of the software service are: Cataloging, Circulation Control, and Public Access modules. Additional functions include: Academic Reserves, Acquisitions & Serials Control with Electronic Data Interchange (EDI), Authority Control, Backup Circulation, Digital Media Archive, Graphical User Interface for Public Access, Reports, utility for importing Machine Readeable Cataloging (MARC) records from Z39.50 sites, utilization of an Oracle database, VPN subscription, and a vendor provided, owned, and maintained Z39.50 server. SirsiDynix is the current provider of this library management software. Other Requirements, Applications, and Support include: Kids Interface Reference Librarian, ProCite Interface, Web Client (Workflows), all redundant software, future capacity at no additional charge, daily backups, regular software patching,protection via firewalls, 24X7 technical support, and application upgrades scheduled by USAFA. Digital asset management system that allows a searching solution that allows digital collections to be more searcheable. Must include OAI -PMH capabilities. Must also include capability to create metadata templates, based on wide range of digital media types, such as music, video, and images. The vendor is responsible for providing, owning, and maintaining all hardware necessary to support the ILS as a hosted option under SaaS. Cost of providing and maintaing the hardware shall be included in the SaaS price. All training shall be done by webinair. The ILS under SaaS must support the follwing Data Measures: • Number of items = 804403 • Number of titles = 697158 • Number of patrons = 8500 • Annual circulation = 125,000 items/year Anticipated Contract Line Item Structure: CLIN 0001 Software as a Service (SaaS) subscription CLIN 0002 Data Migration and Implementation CLIN 0003 Training CLIN 0004 Digital Asset Management System Subscription This government anticipates issuing a request for quotation utilizing FAR 12 and 13 procedures for one base year, plus 4 option years. The government also anticipates evaluation criteria to include past performance, and price. Execution of the option years is contingent on the availability of funds. The anticipated start date is 10 Sep 2011. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
