- Description
- 1. The General Services Administration (GSA) is a mandatory source for commercially available motor vehicles under the Federal Property Management Regulation (FPMR), Subpart 101-26.5 -GSA Procurement Programs, Section 101-26.501 - Purchase of New Motor Vehicles. 2. The purpose of this requirement is to obtain vehicles on a global basis, not just regionally. It is understood and expected that all offerors may not be able to offer all models on a global scale, and option codes were established to correspondence with global customer location. 3. GSA intends to issue a Request for Proposal (RFP) to acquire Right-Hand Drive (RHD), Light Duty Vehicles that are 2012 or newer model year and associated optional equipment. The vehicle types to be acquired include pick-up trucks and sport utility vehicles (SUVs). The vehicle's characteristics, components, equipment and options shall be based upon the Original Equipment Manufacturer (OEM) make and models offered, regardless of point of production. 4. Per vehicle orders, the manufacture and delivery of the vehicles may be inside or outside of the United States of America (USA). If the delivery destination is outside of the USA, the vehicle shall be homologated by the OEM to the standard applicable to the region of final destination identified on the Motor Vehicle Delivery Order. The delivery destination may include, but is not limited to, the Europe Union, Asia/Pacific, South and America/Caribbean, North Africa, South Africa, Middle East and/or the Gulf Cooperation Council. All items values must be referenced in U.S. Dollars. 5. Prospective offerors must be in compliance with the minimum standards outlined in the vehicle standards that will be cited in the RFP, and standards applicable to the region of final destination. One or more of the items under this acquisition is subject to the Trade Agreements Act, Buy American, World Trade Organization (WTO) Government Procurement Agreement (GPA), and Free Trade Agreement (FTA). 6. The GSA contract type contemplated is a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity Contract. The period of performance will consist of one (1) 12-Month Base Period and three (3) 12-Month Option Periods, for a total contract period not to exceed forty-eight (48) months or four (4)years.
