- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Contracting Division (HNCK) intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased Agilent Technologies equipment. The following Agilent Equipment is required: Agilent RF Spectrum Analyzer, P/N: N9320B, Qty: 3 (Ea); Agilent Preamplifier, 3 GHz, P/N: N9320B-PA3, Qty: 3 (Ea) for N9320B, Agilent Commercial calibration certificate with test data included, P/N: N9320B-UK6, Qty: 3 (Ea) for N9320B and Agilent Calibration - 3 years,P/N:R-50C-011-3, Qty: 3 (Ea) for N9320B, and Agilent Removable solid state drive, P/N: N9010AK-SSD, Qty: 6 (Ea). HNCK intends to award to the Sole Distributer/ Manufacturer of the equipment, Agilent Technologies, Inc., CAGE: 1LQK8. The North American Industry Classification System (NAICS) code is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The required Agilent Equipment was developed by and owned by Agilent Technologies, Inc. Agilent Technologies, Inc is the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. Refurbished or Surplus items are not acceptable. The Government intends to award in the Aug-Sep 2011 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 25 Aug 2011 by 9:00 a.m. CST.
