Description
Attached is the solicitation which includes the SOW and terms and conditions. This is a REISSUED Solicitation. (PLEASE SEE THE SOW FOR COMPLETE INSTRUCTIONS) The title for this Solicitation is Theft Security Targets under the CALM Division. CALM Division is responsible for purchasing and making available metal theft detectors known as security targets (or security strips). These security targets are used to protect many of the Library of Congress' collections, including both book and non-book formats from the unauthorized removal from Library facilities both on and off Capitol Hill. To protect the many thousands of new items added to the collections, as well as material already in the collections that have not yet been protected, the Library requires approximately 500,000 security targets. Materials come into the Library through Copyright and through the LOC Acquisitions Directorate. The material is housed in at least five different facilities including three Library of Congress Capitol Hill buildings, the Jefferson, Adams and Madison buildings. The public, through several reading rooms located in the Capitol Hill buildings, has materials retrieved from the collections for research and use. The main campus of the Library has three buildings, with 9-14 doors used at any time for staff and the public to enter and exit. The width of these aisles varies from thirty-six (36) to forty-eight (48) inches. Each of these doors has a Knogo theft detection aisle appropriate to that location, which is a micro-magnetic system designed to signal in the presence of a permanently active electromagnetic security strip (also commercially called tags or targets.) In addition to annual operations for newly acquired items, as well as items already in the Capitol Hill collections, since Spring 2010 the Library has been moving millions of items of special format collection to a state-of-the-art off-site collections storage facility at Fort Meade, MD. These collections are comprised of books format and special format items, such as prints, photographs, drawings, manuscripts, music sheet, globes, negatives, microfilm masters and other 3-dimensional materials. Collections are housed in over 230,000 containers. Security targets will serve to protect containers and items during the various processes of the move and storage of those collections at Fort Meade, as well as during access of these items to patrons on Capitol Hill. The CALM Division intends to purchase the following products: - Insertion between pages (double-sided adhesive - 5") security targets - Book spine insertion (single-sided adhesive - 4") security targets - Metal rods (for insertion of targets inside books) These materials need to meet LC Specifications provided in this solicitation for preservation and security of collection in order to comply with the mission of the Library of make collections available for future generations. Failure to procure these supplies could increase security risk for collections and result in permanent loss of LOC collections. Testing Schedule: Testing 1: Pre-award samples MUST be submitted in order to be tested according to section C4.1. Testing 2: Upon successful result of the testing 1, if awarded, vendor must submit pre-manufacturing samples to be tested by the Preservation Research and Testing Division of the Library of Congress, according to the Library of Congress Specifications #800-801-2/7/02 and #800-802-4/18/03.(Section C4.2 and Appendix). SCOPE (SEE SOLICITATION FOR COMPLETE DETAILS) The proposed acquisition will provide on a firm, fixed price basis the following products: - insertion between pages (double-sided adhesive - 5") security targets - book spine insertion (single-sided adhesive - 4") security targets; - 14"long x ¼" wide metal rods (for insertion of targets inside books) The request is to establish a multi-year IDIQ contract for 1 base and 4 option years for this material. CALM intends to purchase 450,000 targets in FY11, 225,000 of each size, and around 500,000 targets every option year 250,000 targets of each size pending funding availability. ECALM intends to purchase equal quantities of each size of security targets. This solicitation can have multiple awards. CONTRACTOR REQUIREMENTS (SEE SOLICITATION FOR COMPLETE DETAILS) Contractor is expected to manufacture materials as follows: - Insertion between pages (double-sided adhesive - 5") security targets - Book spine insertion (single-sided adhesive - 4") security targets - 14" long x ¼" wide metal rods (for insertion of targets inside books) - thin, resistant and with rounded corners Security strips that are compatible with the Knogo Theft Detection system in use at the Library of Congress. Contractor is expected to provide shipping cost. OTHER REQUIREMENTS (As appropriate) Mandatory: Contractors shall meet requirements for composition using one of the options given, and meeting dimensions, degree of whiteness, and brightness retention specified in attached Library of Congress (LOC) Specifications #800-801-2/7/02 and #800-802-4/18/03. The adhesive shall meet or exceed requirements for composition, bond strength, bond strength after accelerated aging and migration and staining specified in attached LOC Specifications #800-801-2/7/02 and #800-802-4/18/03. Additional Product Requirements specified in the attached LOC Specification #800-801-2/7/02 and #800-802-4/18/03. Security targets shall be permanently active and must activate the metal detection system installed at the Library of Congress, which is Model Single Aisle MM1 5218 provided by Sentry Technology for electromagnetic tags. The security targets shall be inconspicuous, shall not interfere with the use of library materials, Security targets shall be available in a variety of sizes to accommodate the security needs of books of various heights, widths and thickness. Security targets shall be designed to provide the ability to conceal the security strip without covering any additional information on the material to be protected. There shall not be any adverse effect on the detection capability if more than one security strip is affixed to an item. The security targets shall be easy to install and necessary installation devices shall be provided in the purchase contract. Installation devices shall be metal rods thin with rounded corners. C.4.1 - Testing 1: Pre-award samples (10 samples of each deliverable) MUST be submitted in order to be tested according the following specifications: C.4.1.1 - Must be electromagnetic security strip C.4.1.2 - Must activate the metal detection system installed at the Library of Congress, which is Model Single Aisle MM1 5218 provided by Sentry Technology for electromagnetic tags. C.4.1.3 - Workmanship: The security targets shall be easy to install and necessary installation devices shall be provided in the purchase contract. Installation devices shall be metal rods thin with rounded corners. Security targets shall be designed to provide the ability to conceal the security strip without covering any additional information on the material to be protected. There shall not be any adverse effect on the detection capability if more than one security strip is affixed to an item. C.4.1.4 - Dimensions: - insertion between pages (double-sided adhesive - 5") security targets / Width: 3 mm  1; Length: 89-127 mm  1 - book spine insertion (single-sided adhesive - 4") security targets; Width: 3 - 7 mm  0.5.; Length: 89-127 mm  1. - 14"long x ¼" wide metal rods (for insertion of targets inside books) C.4.2 - Testing 2: Upon successful result of the testing 1, if awarded, vendor must submit 50 (fifty) pre-manufacturing samples of each dimension to be tested by the Preservation Research and Testing Division of the Library of Congress, according to the Library of Congress Specifications #800-801-2/7/02 and #800-802-4/18/03. (Appendix).
