Only writtenor faxed request received directly from the requestors are acceptable.Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (orServices) required are available from only one source or a limitednumber of responsible sources(s) and no other type of supplies orservices will satisfy agency requirements. The proposed contract actionis for supplies and/or services for which the Government intends tosolicit and negotiate with only one, or a limited number of sourcesunder the authority of FAR 6.302. The solicitation will identify theoffice where additional information can be obtained concerningqualifications requirements as cited in each individual solicitation.Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process.
