W15QKN-11-R-F012 Special Amendment Notice Description: Special Notice Announcement for Compatibility Check for M4 Product Improvement Program (PIP) - Forward Rail Assembly Candidates The U.S. Army Contracting Command - Picatinny (ACC-PICA), Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Soldier Weapons (PM SW), Picatinny Arsenal, NJ 07860-5000, is announcing a Compatibility Check for all potential M4 Product Improvement Program (PIP) Forward Rail Assembly candidates. The purpose of this Compatibility Check is to allow all Offerors an opportunity to better prepare their proposals for the M4 PIP Forward Rail Assembly competition. Offerors of M4 PIP Forward Rail Assembly proposals are invited to conduct a compatibility check using their own Forward Rail Assembly Kits with U.S. Army ancillary equipment. Please note that this is a voluntary event that is being conducted solely for the benefit of the Offerors. Offerors may elect not to participate in this event, and they will not be penalized in any way if they decide not to participate. Compatibility checks will occur the week of 12 September 2011. Interested Offerors will be assigned a specific day and time during the registration process as noted below. The Compatibility Check will be held at the Armament Technology Facility (ATF), Building 7, located at Picatinny Arsenal, NJ 07806-5000. The Government, at a minimum, will make the following ancillary equipment available for use: M26 Modular Accessory Shotgun System; M320A1 Grenade Launcher; M9 Bayonet; M203A2 Grenade Launcher; M68 Reflex Sight w/Mount; M150 Rifle Combat Optic; PEQ-15 (Laser/Light); PEQ-15A (Infrared Aiming Laser); AN/PAS-13 Thermal Weapon Sight. Each Offeror will be allotted a time period of 1.5 hours. This is a non-firing Compatibility Check. Therefore, function firing of the ancillary equipment will not be permitted nor will batteries be provided for operation of the devices. In addition, Offerors participating in the Compatibility Check will not be furnished any ammunition, nor will they be allowed to bring their own ammunition to fire weapons with any of the accessories, to include the Government-provided M26 Modular Accessory Shotgun System; M320A1 Grenade Launcher; M203A2 Grenade Launcher. INSTRUCTIONS: Instructions will be provided for entering Picatinny Arsenal at the time of registration.* Each Offeror will be required to provide their Company Name, names of persons entering Picatinny Arsenal, Vehicle Information, and a description of all hardware/equipment the Offeror intends to bring with them (e.g., hardware items, measuring equipment, etc.). COMPATIBILITY CHECK DATES/TIMES: Monday, 12 Sep 20111300-14301500-1630 Tuesday, 13 Sep 20111300-14301500-1630 Wednesday, 14 Sep 20110900-10301100-12301300-14301500-1630 Thursday, 15 Sep 20110900-1030100-1230 Friday, 16 Sep 20110900-1030100-12301300-14301500-1630 REGRISTRATION SHALL BE OPEN FROM 29 AUGUST 2011, @0900 EST, THROUGH 02 SEPT 2011, @1400 (2:00 PM) EST. This is a non-firing Compatibility Check. Offerors participating in the Compatibility Check will not fire weapons or be furnished ammunition, nor will they be allowed to bring a weapon(s) or ammunition on post. An M4/M4A1 Carbine configured with current Rail Adapter System will be available to visually examine and assess how each of the ancillary equipment integrates/attaches to the current system. Offerors will not be allowed to remove the M4/M4A1 current rail system to install their own Forward Rail Assembly to the Governments carbine. Offerors may bring multiple Forward Rail Assembly Kits. Offerors may also bring one (1) of their own carbine-like upper receivers, with bolt carrier assembly removed, with their Forward Rail Assembly Kit installed for examination. A separate M4/M4A1 Carbine lower receiver will be made available. During the Compatibility Check, Offerors will have time to take any necessary measurements needed. Measuring equipment will not be provided by the Government. Offerors wanting to take measurements shall be prepared to identify and bring their own measuring equipment. Full accountability of the Government furnished property provided for this compatibility check will be maintained. No Government furnished property will be removed from Bldg. 7, Picatinny Arsenal. All data gathered during the Compatibility Check is the property of the Offeror and is not required to be shared with the Government. NOTE: The Government will not be responsible for any expenses incurred by a Offerors decision to participate in the Offeror Compatibility Check (e.g., travel and transportation costs, etc.), nor will the Government be responsible for any damages incurred to an Offerors property and/or equipment, or injury to participants as a result of the Compatibility Check. There will be Government representation during the Compatibility Checks to monitor and escort only. This person has no involvement with the M4 PIP and will not answer questions pertaining to the any aspect of the requirement, including but not limited to, solicitation/RFP, requirement or Government PIP effort(s). Upon entering the Armament Technology Facility, Offeror personnel may receive a Safety and Security briefing. Safety is paramount. Consequently, Offeror personnel may be removed from the property for safety violations.
