- The 409th CSB/ECC-E (Theater Contracting Center) intends to award a contract for the rental of two (2) special protection vehicles assembled as an integral armor-structural component design where the armoring is being performed during assembly line manufacturing of the vehicle (sedans) modified with armoring material. The rental of the two (2) Heavy Armored Vehicles (HAVs) is for one (1) year plus one (1) option period. The contract shall have firm-fixed-price contract line item numbers (CLINs). The solicitation contains a line item to terminate the contract for convenience or to use an option to purchase the vehicles after the end of the 12-month or 24-month contract period. Delivery of the two (2) HAVs shall be FOB destination to USAG Stuttgart, Germany in support of Africa Command (AFRICOM). A specific delivery date will be identified in the solicitation; however, the awardee will have approximately 2 weeks from contract award for final delivery. This acquisition is being procured on a full and open competition basis using Federal Acquisition Regulation Part 12 and Part 13.5. The anticipated award date is 29 Sep 2011. Specific requirement details as well as the Statement of Work will be included in the Request for Quotation (RFQ) number W912CM-11-T-0185 to be issued on or about 18 August 2011 to close 30 days after the RFQ issue date. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of the solicitation, and all invoices and payments will be made using the WAWF system. All responsible sources may submit a quote that will be considered by the agency. Responses shall include all information requested in the written RFQ.
