- NASA/NSSC has a requirement for a course entitled Thermal Desktop: SINDA/FLUINT &Sinaps with Advanced Design. The Thermal Systems Design Branch/DET of NASA Glennspecializes in the analysis and design of thermal and fluid control systems for ground,aerospace and space systems. The objective of the training is to provide instruction to12 employees of Glenn Research Center on using a suite of tools for analysis for variousNASA projects.The vendor shall be responsible for providing all training materials toinclude software and any training books or workbooks necessary. The vendor shall conducta three-day session to cover Thermal Desktop: SINDA/FLUINT & Sinaps with AdvancedDesign. Training shall be held at NASAs Glenn Research Center on September 12 14,2011.NASA/NSSC intends to purchase the training course from Cullimore & Ring Technologies,Inc., 2501 Briarwood Drive, Boulder, Colorado 80305. Pursuant to FAR 13.106, theacquisition of these services has been determined to be reasonably available from onlyone source. Competition is impractical for the following reasons: 1) The vendorsproprietary tool suite is the primary thermal analysis tool used for different thermaland fluids analyses by NASA Glenns Thermal Systems Design Branch/DET 2) The vendor doesnot certify or allow third party vendors to provide training in the use of their analysistools.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 23, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Candice C.
