Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Technical Manufacturing Company, of Peabody, Massachusetts for the purchase of a vibration/isolation table under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Neutron Interferometer and Optics Facility of NIST's Physical Measurement Laboratory has a requirement for a vibration isolation table for use in precision neutron interferometry experiments that will operate in the range of 1-10 Hz vibrations. Accordingly, the required vibration isolation table meets the following critical specifications: Isolation: These figures should be response to small-amplitude, micron level excitation as the excitation. Also, these should be real performance figures, not modeled. 1) 1 Hz: Transmissibility (in both horizontal and vertical directions) better than 0.65 2) 2 Hz : Transmissibility (in both horizontal and vertical directions) better than 0.25 3) 3 Hz : Transmissibility (in both horizontal and vertical directions) better than 0.07 4) >3 Hz : Transmissibility (in both horizontal and vertical directions) better than 0.05 The stringent vibration isolation requirements above are driven by the interferometer's extreme sensitivity to environmental noise. Specifically, neutron interferometry is sensitive to low (10 Hz and below) vibrations. The required table is manufactured according to a patented design proprietary to Technical Manufacturing Corporation (TMC). Other commercially available vibration isolation tables are targeted to the primary buyers of vibration isolation tables (the laser optics community) who are concerned with damping high frequency vibration (kilo hertz) and as such, these standard vibration isolation tables are NOT optimized for lower frequencies). TMC has proprietary technology that enables them to manufacture vibration isolation tables in the required range of 1-10 Hz vibrations. No other company has developed vibration isolation tables in this range. TMC is the sole manufacturer that can meet all of the critical specifications and is thus the sole provider of the required vibration isolation table. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on September 1, 2011. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
