Description
This notice is provided for informational purposes only. This opportunity was competitively awarded under Solicitation #: 11-233-SOL-00076 as CMS contract HHSP-233-2011-00-0177G, utilizing procedures as set forth in FAR Parts 6.302-2, 8.4, 12 and 13 for the Cloud Computing Services provided by Terremark Federal Group, Inc. This modification will allow CMS to increase capabilities of Infrastructure-as-a-Service (IaaS) and Platform-as-a-Service (PaaS) in this current CMS cloud computing environment. These additional capabilities are needed to support Healthcare.Gov Plan Finder, increase overall enterprise security capabilities, support Health Insurance Exchange programs, and support other major Affordable Care Act (ACA) programs. See the following for summary examples: • Design, development, and implementation of Healthcare.Gov Plan Finder system (also known as RBIS) to migrate from current proprietary commercial licensed based system to open platform based system; • Transition operation and maintenance of Healthcare.Gov Plan Finder system from two Government-Owned-Contractor-Operated (GOCO) data centers in New Jersey and Arizona to CMS cloud computing environment ; • Migration and disposition of Government Owned equipment from contractor operated data centers to CMS environment; • Provide cloud computing based design and development environment for CMS' General System Development initiatives; • Provide application design and deployment to support Medical-Loss-Ratio and other major ACA required applications; • Increase enterprise security capabilities for compliance with federal/CMS security standards (i.e. FISMA, CMS ARS, CMS TRA, NIST, etc); • Add robust security management capabilities (i.e. security VLAN) and additional security capabilities required to support design and deployment of numerous ACA applications being hosted or planned for hosting on the CMS cloud computing environment (i.e. two-factor authentications, SIEMs, XML Gateway, malicious attacks, security monitoring, etc); • Meet additional IT systems demands related to supporting all 50 states (plus DC & territories) as part of Health Insurance Exchange establishment; and • Add robust Managed Services capabilities to support various ACA applications, Health Insurance Exchanges, and enterprise level document management system The period of performance remains one (1) Base year with four (4) one-year options. This modification will be performed within the Base Period of Performance. The option years will be modified to meet the changing and expanding Affordable Care Act implementation activities.
