- The US Geological Survey (USGS) has a requirement for quality control and update data sets in processing for the Integrated Taxonomic Information System (ITIS) in taxonomic groups enumerated in the ITIS work tracking database. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to NatureServe, unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contracting Officer, jenglehart@usgs.gov no later than 11:00 AM EST, Tuesday, August 30, 2011 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the contractors unique qualifications: -The U.S. House of Representatives provided explicit language to the U.S. Geological Survey that specific FY10 appropriations "within biological information management and delivery [should be allocated] to support the coordinators of the national network of State conservation data agencies (H.R. Rep. 111-316, 11th Cong., 1st Session (2009)). This stipulation is repeated verbatim in FY11 U.S. Geological Survey allocation tables for the Biological Information Management and Delivery budget sub-activity. -Two organizations have been given charter by the self-organized assemblage of State Heritage Programs to coordinate networks of State conservation data departments: the Association of Fish and Wildlife Agencies (AFWA) and NatureServe. AFWA is responsible for coordination of State natural resource agencies, while NatureServe is the single authorized network coordinator for the State natural heritage programs. Natureserve's unique data on threatened and endangered species cannot be released to third parties by agreement with the state Heritage Programs in the Natureserve network because release of exact locality data would further endanger the organisms and violate various state laws and policies in many cases. While these protected data are not what ITIS is purchasing they would be required by any vendor to make accurate scientific assertions about taxonomic data, because taxonomic decisions cannot be made without taxon name and geographic scope. -Exact localities of the nests of an endangered owl species near a border. While ITIS does not require the protected exact locality data itself, it does require that the vendor determine if the species does indeed occur in each of the broad regional jurisdictions on either side of the border. Jurisdictional data at this broader scale is not restricted, but the finer scale data that is restricted by Natureserve's agreements is required in order to reliably determine whether or not the species occurs in both jurisdictions. Thus, this vendor has a unique proprietary data set that is required in order to generate the non-proprietary data needed to fulfill this task.
