This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. CONFLICTS In the event of a conflict between FedBid terms and conditions and Federal Government law, rule, or regulation, including, but not limited to statutes, executive orders, the Federal Acquisition Regulation, the VA Acquisition Regulation, or internal implementing policy, Federal Government Law, rule, or regulation will supersede FedBid terms and conditions and will control the total RFQ. EVALUATION FACTORS Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule in Section B. The Government will award to the lowest priced, responsible, technically acceptable offeror. Device must: 1.Have equivalent components (in terms of form, fit, and function), for all hardware and equivalent software (in terms of compatibility and function). 2.Be fit for analysis of rodent gait patterns, including stride lengths, stride speed, paw pressures, and paw use patterns using a treadmill system. Gait analysis to provide for functional outcomes for investigation of rodent models of a variety of diseases and conditions that affect Veterans, including injury-related, age-related and degenerative diseases. 3.Be able to record and analyze the gait dynamics of mice, rats, guinea pigs, and hamsters in the forward and reverse directions and at inclined walking or declined walking, at a range of walking speeds, with high spatial resolution and temporal resolution of less than 8 ms/image. FAR 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
