The purpose of this Request for Offers is to seek competent and qualified contractors to perform all work associated with the NEXCOM plants construction of the Burlington & Helvetia RTR sites in Oregon. Magnitude of construction is not to exceed $100,000 This project is set-aside for competition exclusively amongst SEDB/8(a) contractors as certified with the Small Business Administration. The NAICS Code for this project is 237130. The Small Business Administration Size Standard for NAICS Code is $28.5 million. All work must be coordinated in order to maintain an operational facility. The total contract duration for completion of all work shall be 35 working days after receipt of notice to proceed, contract time is 10 working days for the submittal phase and 25 working days for the construction phase. The work to be performed under this contract includes, but is not limited to the following: Major Items of Work:A. Furnish all equipment and materials necessary for the modifications to thecommunication facilities in satisfactory conformance with the contractdrawings and specifications.B. Demolition and disposal of excess materials as necessary for the newconstruction items and as required by the drawings and specificationsC. Removal and disposal of existing 32 runs of RG-333/U coaxial cables. a. Remove cables from 4 towers and 1 building at Helvetia (QET)b. Remove cables from 2 towers and 1 building at Burlington (QLN)D. Seal existing cable penetrations in both Burlington and Helvetia sites, wherethe current comm. cable enters the building. a. 2 penetrations at Helvetia (QET) where the cable enters the buildingfrom underground (Seal the conduit only)b. 2 penetrations at Burlington (QLN), 1 is underground and 1 is throughthe building wall near the roof (Seal the conduit only)E. Install GRS conduit, GRS nipples, coupling and bushings between building J-boxesand the tower J-boxes (GFM):a. 2 - 4" GRS conduit at Helvetia x 4 (QET)b. 2 - 4" GRS conduit at Burlington x 2 (QLN)F. Installation of 1/2" and 7/8" heliax cables from the shelters J-boxes to the newcomm. tower J-boxes (GFM). TEST cable for continuity. a. 20 runs of 7/8" at Helvetia (QET)b. 12 runs of 1/2" at Burlington (QLN)G. Installation of 3 new handholes by the building J-boxes, see drawing PDX-DFOTS-C026 (GFM)a. 2 handholes at Helvetia (QET)b. 1 handhole at Burlington (QLN)H. Grounding Work: see LIGHTNING PROTECTION section for moregrounding details and specifications:a. Install one ground rod inside each handhole (total of 3) and exothermicweld:1) GRS straight pipe 2) GRS elbow 3) vault lid to ground rod. Seeconstruction drawings for details. Ground rods must be 10'x 3/4" and mustbe buried so the top is at least 1' BGL.Solicitation Questions: All contractors proposing this project desiring an interpretation or clarification of the specifications, drawings, contract terms and conditions, etc., must make the request by e-mail to Matthew Benbow at matt.benbow@faa.gov. The Contracting Officer is the only person authorized to make clarifications, interpretations, or changes to this solicitation. Questions are due by: August 26, 2011.
