Description
NASA/GSFC intends to issue a sole-source for additional scope of work toSpectrolab, Inc., in support of GSFCs, Earth Science Lidar Surface Topography (LIST) forthe sensitive high-bandwidth near-infrared detector for a Quantum Well Multiplieravalanche photodetectors (APDs). The APD detector arrays will be integrated withtransimpedance amplifiers (TIAs) and assembled into receiver arrays. The major objectiveof this effort is to improve the performance of the present linear-mode APD arraysoperating at 1.06 um, by improving the quantum efficiency, reducing the NEP below 100fW/rt-Hz and dark current less than 10 kcps, maintaining a bandwidth no less than 800MHz, and integrating the APD array with transimpedance amplifiers (TIAs).The performance of the additional scope by the current contractor will allow for thecontinued research and development of the lidar instruments and the avoidance ofsignificant adverse impacts to NASAs Advanced Component Technology (ACT) program. Thecurrent contractor Spectrolab, a wholly owned subsidiary of The Boeing Company, is aleading manufacturer of high-efficiency photodetectors and sensors. NASA/GSFC has placed great emphasis on accountability and improving performance tomission success. The performance of the additional scope by Spectrolab, Inc.,manufacture of the present APD arrays, is considered to be in the best interest of thegovernment, which would avoid the duplication of cost to the Government that is notexpected to be recovered through competition. Based on the allotted time for thisadditional work, it is not feasible to bring on a new contractor. NASA/GSFC intends to issue a sole source for additional scope or work to Spectrolab, Inc. The authority of Other than Full and Open Competition is 10U.S.C. 2304(c)(1), Only oneresponsible source. Interested organizations may submit capability statements to perform the effort inwriting to the identified point of contact not later than 4:30 PM. local time onSeptember 9, 2011. Capability statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Basedupon responses to this notice a determination by the Government not to compete thisproposed effort on a full and open competition basis is solely within the discretion ofthe government. Capability statements may be forwarded to wanda.b.moore@nasa.gov via electronictransmission or facsimile transmission (fax number: 301-286-0794). Oral communicationsare not acceptable in response to this notice.All responsible sources may submit their qualifications which shall be considered by theagency. An Ombudsman has been appointed.
