ATTACHMENT A - SSN 2011-S-060 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT THEIR QUALIFICATIONS IS CONTAINED HEREIN. I. Introduction The United States Senate Office of the Sergeant at Arms ("Senate" or "SAA") is seeking qualified sources for multiple awards of a Master License Agreement to supply electronic newsletter (eNewsletter) software services to United States Senator and Senate Committee offices. 2. Scope The vendor shall offer and provide a suitable vendor-hosted eNewsletter software service that meets the Senate's functional and technical requirements, and that provides Senate offices (individual Senator or Committee) with the ability to compose and distribute electronic newsletters to constituents and other interested parties. 3. Requirements The requirements for the software and the service are specified on the attached eNewsletter Technical and Functional Requirements Matrix, ATTACHMENT A. 4. Instructions The vendor shall provide the following: 4.1. Narrative Response The vendor shall provide information on, describing in details, the following: • eNewsletter System Architecture • Vendor's Customer Support Capabilities, including staffing • eNewsletter-related Services The narrative response shall not exceed ten (10) pages. 4.2 eNewsletter Technical and Functional Requirements Matrix (ATTACHMENT A) The vendor shall complete the attached Senate eNewsletter Technical and Functional Requirements Matrix (see ATTACHMENT A) by marking the appropriate cell(s) in the matrix, as well as adding comments as may be required to further explain the marked response. The vendor shall submit the completed matrix in.slsx format. 4.3 Past Performance The vendor shall submit Past Performance information for the vendor's three highest volume customers/clients during the preceding three years, whose usage of the vendor's software demonstrates the vendor's knowledge/experience in providing the specified requirements. The following information shall be provided: a. Client name; b. Point(s) of contact (POC) who can speak to the details of the project, the title of the POC and the POC's phone number and e-mail address; c. Short description of the work conducted relative to the requirements, d. Number of years as a provider of eNewsletter services for this client. Each Past Performance provided shall not exceed one (1) page. 4.4 Resumes The vendor shall identify the members of its staff/team who will provide the necessary management and technical support for the eNewsletter software and service. A resume, not exceeding two (2) pages, for each identified member of the staff/team shall be provided and include: a. a description of experience relevant to the activity sought by this Notice; b number of years of experience; c. description of projects handled illustrative of the experience; d. summary of training courses completed and certifications earned relevant to this effort; and e. formal education level. The SAA will qualify those vendors for receipt of a solicitation for proposal. The selection of vendor(s) for the solicitation will be based on demonstrated competence and qualifications in meeting the following (1) System Capabilities, (2) Customer Support Capabilities, 3) Past Performance and Staff Experience in the vendor's response to this Notice. Only vendors deemed qualified by the SAA will be invited to submit a proposal in response to a solicitation. However, the SAA reserves the right to award a Master License Agreement to those vendors deemed highly qualified based upon the vendor's submitted response to this Notice. The SAA will not conduct debriefings on the results of this qualification process due to anticipated volume of responses it will receive. Responses to this Notice are due no later than September 5, 2011, at Noon EDT, and shall be submitted electronically via email only to the attention of Cora Carag at "Acquisitions2011@saa.senate.gov". No other method of transmittal will be accepted. The response shall not exceed the page limitations provided herein. Pages over the indicated page limitation will be discarded. The subject line of the email message shall be 2011-S-060 - Senate eNewsletter. In their response, the Vendor shall provide their Tax ID and Dunn and Bradstreet number as well as the information specified above in section 3. Requirements, 4.1 Narrative Response, 4.2 eNewsletter Technical and Functional Requirements Matrix (ATTACHMENT A), 4.3 Past Performance, and 4.4 Resumes. Access to information in any files attached to the response is the responsibility of the submitting party. The SAA is not responsible for any failure to access information. If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation to selected vendors in late September, 2011. The period of the contract will be from January 1, 2012 thru December 31, 2012, with additional one-year renewal options. The Senate or the SAA will not be responsible for any costs incurred by vendor in the preparation of the response to this announcement. THIS NOTICE CONSTITUTES THE ENTIRE ANNOUNCEMENT AND IS THE ONLY INFORMATION PROVIDED BY THE SAA OR SENATE. TELEPHONE OR E-MAIL QUESTIONS OR REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
