Document Type: Special Notice Classification Code: 99 Miscellaneous NAICS Code: 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service (NOS), National Geodetic Survey (NGS) requires supply support, maintenance, upgrades and licensing of Applanix Corporation hardware and software which will allow NOS to support the Aeronautical Survey Program (ASP) mission and the congressionally-mandated Coastal Mapping Program (CMP) mission. The National Geodetic Survey intends to award on a sole source basis, under authority of Federal Acquisition Regulations (FAR) 6.3 Other Than Full and Open Competition to Applanix Corporation for hardware and software support. The National Geodetic Survey completed an exhaustive study to identify suitable hardware and software components to facilitate direct georeferencing of film and medium format digital imagery as well as operational land based vehicle mapping utilizing GPS and inertial technology. As a result of this study, Applanix Corporation hardware and software was selected based on its ability to meet stringent accuracies, standards and support NGS/RSD programs that ensure the safety and efficiency of U.S. private and commercial navigation, both in the air and on the seas. To ensure that the Digital Sensor Systems (DSS) are within specifications, yearly maintenance is required for the period of 6 September 2011 - 30 September 2012. This maintenance includes the following: replacement of lens filter and cameras body, radiometric re-calibration, geometric re-calibration, POS AV system check out, CCS system check out, FMS system check out, hardware warranty services and software support services. Without this maintenance, it is impossible to ensure that system specifications are met, making tasks such as the development of standards and procedures infeasible. As the manufacturer of the systems mentioned above, Applanix Corporation is the only responsible source for this maintenance and upgrade program. The Applanix engineers and technicians are uniquely qualified to perform work on the system, and many replacement parts and calibration values are available only through Applanix. Changing to another method of supplying support, maintenance, upgrades and licensing of Applanix Corporation hardware and software would be cost prohibitive under current budgetary constraints. Vendors who have believe they have the ability to provide the Applanix hardware and software, support maintenance, upgrades and licensing are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received via email no later than 15 days after this publication.
