- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a Delivery Order under Basic Ordering Agreement N00019-08-G-0010 to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, P.O. Box 9731, Stratford, CT 06615-9129 on a sole source basis for a physical configuration audit (PCA) of the Organic Airborne Mine Countermeasures (OAMCM) Mission-B Kits for the MH-60S Helicopter. The anticipated delivery order will include associated engineering and manufacturing labor associated with the PCA and supporting documentation. SAC, as the original equipment manufacturer of the U.S. Navy MH-60S helicopters and the integrator of these kits, is the only source of the MH-60S helicopters and the kits. As such, only SAC has the expertise, technical data, equipment, and experienced personnel to successfully perform and complete the PCA of the OAMCM Mission-B Kits. The use of any other vendor would result in substantial duplication of cost to the Government that will not be recovered through competition, and there are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk, and significant technical risk to the government.
