Description
1. ANNOUNCEMENT In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1, this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested responders. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. This is not a replacement contract. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is NAICS number 541330 (Engineering Services) from Category 54 - Professional, Scientific, and Technical Services. The size standard is $4,500,000. 2. BACKGROUND The FAA Office of Spectrum Engineering Services (Spectrum Engineering) provides aviation frequency engineering services, management and tools that are integral components for managing, allocating and protecting Radio Frequency Spectrum requirements for the National Airspace System (NAS). The NAS provides the flying public with air traffic control services designed to ensure air transportation safety. Spectrum Engineering is responsible for providing technical and engineering direction and program management for US Civil Aviation Spectrum management throughout all the NAS, and to represent the U.S. in Spectrum management and coordination in the international arena. The draft Statement of Work (SOW) specifies the Spectrum Engineering support and services required by the ATO-W Office of Spectrum Engineering Services, pursuant to its mission.The Scope of Work for this effort is to provide the following services and deliverables: Use of Anechoic Chamber for Antenna Pattern Measurements Radio Frequency (RF) test equipment, the anechoic chamber, and support personnel should be made available for Spectrum Testing and Engineering Analysis personnel (AJW-934) to perform needed antenna pattern measurements within ten (10) working days of any formal request from AJW-934. Provide complete documentation of test results in electronic form. Use of Anechoic Chamber for Unwanted RF Signal (Jammer) Analysis RF test equipment, the anechoic chamber, and support personnel should be made available for AJW-934 to perform unwanted RF signal measurement and analysis within ten (10) working days of any formal request from AJW-934. Provide complete documentation of test results in electronic form. 3. PURPOSE This Market Survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. In order to make this determination the FAA requires the following information from interested responders. Capability Statement All responders must provide a Capability Statement that addresses the type of services provided by the responder that demonstrate ability to perform the services described in the attached draft SOW. All Submissions must be received by 2:00 p.m. Eastern Time on August 29, 2011. Submissions (one per company) are to be provided on company letterhead must not exceed 20 typewritten pages using a type font of less than 11 point. Submission must include company point(s) of contact, telephone number(s), FAX number(s), E-mail addresses, and mailing addresses. 5. NOTES This Market Survey is for informational purposes only, is not intended to guarantee procurement of the services, and must not be construed as a commitment by the FAA to enter into a contract. The FAA is not liable for costs associated with the preparation, submittal of inquiries or responses for this Market Survey and will not reimburse the responder for costs incurred in responding to this Market Survey. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the responder's responsibility to monitor this site for the release of the solicitation if any.
