If contractor is to hold the quoted price for 30 calendar days from the date specified, is the delivery date of September 30 to be honored? Government Answers: The vendor has an opportunity to provide their best delivery date. A best value award will be made to the offeror that provides the best overall value to the government. 2. FOB barge in Galena or offloaded and delivered to the ground @ USFWS Compound, 101 Front Street, Galena, AK? Government Answers: As stated in section 1.3 Delivery Requirements: Delivery: FOB destination to Koyukuk/Nowitna National Wildlife Refuge, 101 Front Street Galena, Alaska 997413. 3. How long does US FISH & WILDLIFE SERVICE have to review Submittals from the successful bidder after award of bid? Government Answers: The Government needs up to 2 days to review the submittals after award 4. If for some reason the submittal process takes longer than anticipated will the contractor still be responsible to meet the delivery date. Government Answers: If after award, the Government causes a delay, the vendor has the right to ask for a change order, and the Government will negotiate new terms for delivery. 5. In order to meet NEC there would need to me an emergency shutoff switch a minimum 20' away and that will have to be done on site. Will that be required or by (others)? Government Answers: The Government is responsible for all installation; it is not part of this contract. 6. In order to meet NEC there would need to mount the Alarm Clock Gauge a minimum 20' away and that will have to be done on site. Is that to be quoted or will that be done by (others)? Government Answers: The Government is responsible for all installation; it is not part of this contract. 7. US FISH & WILDLIFE SERVICE is requesting Pressure Vacuum Vents along with Cold Weather service hose rated to -60F there are only a couple of Pressure Vacuum Vent manufactures that have ratings rated to -20F None are rated to -60F due to the PVV freeze up and tanks have been destroyed by the use of Pressure Vacuum Vent's in these type of environments, Also please note that all Pressure Vacuum Vents require periodic maintenance to keep working properly. Please clarify that you intend to use the Pressure Vacuum Vent? also could you list the exact part number's (1ea. Normal Vent, 2ea. Emergency Vents) that you are requiring on this system or what type of environment constraints that must be met in order to TRY and supply a pressure vacuum vent that MIGHT work.The cold weather service hose is separate from the PVV. A Clay and Bailey 395 or a Morrison 354 or approved equal for the normal vent. A Morrison 244 or a Clay and Bailey 366 or approved equal for the emergency vent. 8. Required Documentation (Section 1.2 (A)) is the US FISH & WILDLIFE SERVICE requesting Shop Drawings and appurtenance data 1 thru 7 with the Quote? Government Answers: Per 1.2 (A) please provide sufficient details of your tank system for the Government to determine it meets the requirements set forth in this solicitation. 9. Please Define Marine Grade Coating System? Government Answers: These are the coating systems that guard against corrosion. 10. Please list what coating system would be preferred or an approved equal. Pretty much all coatings (high solids primer compatible with finish paint) could be considered Extreme Marine Environment to an extent. (Coating systems can vary greatly in price especially in a two coat system compared to a three coat system. Three coat systems are usually the industry standard when dealing with Extreme Environments.) Government Answers: Suppliers here in Anchorage have Carboline paints that would go on in two coats, first coat an epoxy such as Carbogauard 893SG or approved equal, and the second coat would be a urethane such as Carbothane 134HG or approved equal.
