Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Office of the Director (OD), Neuro-Oncology Branch plans to procure a Brand Name CytoScan HD on a sole source basis from Affymetrix, 3420 Central Expressway, Santa Clara, CA 95051. The supplies herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 Employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date shall be Thirty days (30) from date of award. The Neuro-Oncology Branch (NOB), Center for Cancer Research (CCR) has been intensively studying glioblastoma (GBM) through the Glioma Molecular Diagnostic Initiative (GMDI), and has been highly interested in characterizing the genomic alterations that underlie this disease in order to find targets for therapy. Under this ongoing study, the laboratory has been profiling genomic copy number changes and has established a publicly accessible database (Rembrandt) based on the accumulation of this and other types of genomic data in patients with GBM. The laboratory is currently interested in continuing this type of work by studying clonal evolution in tumor samples. The Neuro-Oncology Branch has been using Affymetrix GeneChips as its primary genomic profiling technology since 2003 and has established a significant degree of expertise in the use and analysis of data from this platform. The CytoScan HD chip is an Affymetrix GeneChip that can be run only by using current laboratory equipment specifically made by Affymetrix for this purpose; it includes the microarray fluidics station, hybridization oven and scanner. The Affymetrix GeneChip system has been used exclusively by this laboratory throughout the entire GMDI project in order to maintain uniformity in the data that is generated. Among the different types of Affymetrix GeneChips (or microarrays/arrays) being used for the cancer cytogenetic studies is the Genome-Wide Human SNP Array 6.0. The acquisition of a CytoScan TM HD Cytogenetics Solution from Affymetrix will enable the lab to detect and analyze relevant chromosomal aberrations in a platform that at 3 million copy number markers and 526 cancer genes covered at very high resolution (25 markers/100 kb), supersedes the content of the current SNP 6.0 array. The Affymetrix GeneChip® System, Arrays and Reagents are sold only through Affymetrix. The CytoScan HD is a newer version of this particular GeneChip and will ensure continuity of data that has already been generated with the older platform. This notice is not a request for a competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on September 2, 2011. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
