Description

The VA Medical Center, Martinsburg, WV intends to negotiate a sole source, firm fixed price contract with Hill-Rom, Inc. to provide Versa Care and Advanta II Beds as needed to replace aging beds within the medical facility. This includes a one for one credit of $50.00 per bed exchange. The facility recently installed the Hill Rom nurse call system which is patented by Hill Rom and will only perform on Hill Rom beds, therefore it cannot be adapted to work with any other patient bed until the patent expires. NAICS code is 339113 and the size standard is 500 employees. This procurement is being conducted under Subpart 13.5 test program where simplified acquisition procedures apply and the conduct of the procurement will be in accordance with Parts 12, 13, or 15 of the FAR or some combination thereof. To the best of our knowledge, Hill-Rom is the only company who can provide these services. This notice is not a request for competitive proposals; however any firm that believes it can meet the requirements may give written notification to the Contraction Officer by 2:00 pm, EST, 09/02/2011. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information can be mailed or hand delivered to the Contracting Officer. Electronic responses will not be accepted. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the VA will proceed with the sole source negotiation with Hill-Rom.
