Description
SYNOPSIS: The U.S. Army Corps of Engineers (USACE) Afghanistan Engineer District-North intends to inform construction firms experienced in working in Afghanistan who are interested in submitting a firm-fixed price offer for this project. The project is for the construction and renovation of the National Military Academy of Afghanistan (NMAA) Conversion to Pohantoon-e-Hawai (PeH) for the Afghanistan National Army (ANA) military training area inside the South Kabul International Airport (SKAIA), Kabul, Afghanistan. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 5 September 2011. The proposals will be due on or about 6 October 2011. Contract award will be no later than 2 January 2012. PROJECT SCOPE: The project consists of various levels of upgrades into the existing buildings of the present National Military Academy of Afghanistan (NMAA) campus. In addition, the project will encompass the design, construction and adaptation of a site for new Motor Pool with all pertinent buildings and new Dining Facility (DFAC) for the existing dining complex. The project is defined as the design, material, labor, and equipment to renovate existing buildings and to construct new Motor Pool area: buildings, parking and fences. All the existing buildings are tied up into existing utilities and they do not require additional work. Motor Pool area and new buildings and various objects within it will tie into existing utility systems. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Code (IBC), Life Safety Code (NFPA-101), and Force Protection and security standards. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $10,000,000.00- $25,000,000.00. The prime construction contractor may be required to coordinate the efforts required under the awarded contract with at least one other contractor at the site. Such coordination requirements will be required if this solicitation is awarded. Interested offerors are required to have an AISA license (Afghanistan Investment Support Agency) in order to perform business in Afghanistan. All work identified in the Scope of Work shall be completed within 730 calendar days from issue of Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. NOTICE TO OFFERORS: THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE PROPOSAL OPENING, WITH NO OBLIGATION TO THE OFFERORS BY THE GOVERNMENT. PROPOSAL PROCEDURES: THE (REQUEST FOR PROPOSAL) RFP WILL BE ISSUED IN ELECTRONIC FORMAT ONLY. IT IS THE RESPONSIBILITY OF THE INTERESTED POTENTIAL OFFERORS TO CHECK THE WEBSITES PERIODICALLY FOR AMENDMENTS TO THE SOLICITATION. The Best Value Trade Off method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. This acquisition will result in a single fixed price construction contract awarded based on Best Value Trade Off determination.
