- Solicitation This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Proposals AG-3151-S-11-0036 communicates the Government's requirement to prospective contractors and solicits proposals for a competitive acquisition as follows: This acquisition is 100% set-aside for Small Business, NAICS Code: 511210, Size Standard: $25 Million. Farm Service Agency (FSA) provides direct loans and guarantees to farmers and ranchers who cannot obtain financing through conventional lending institutions. Agency lending officials use a web-based Commercial off -the-shelf (COTS) application for developing farm business plans. The Government refers to this application as the Farm Business Plan (FBP). Farm business planning and financial /credit analysis are critical business-processes conducted by the FSA lending officials. This business process, conducted for loan making and servicing, covers both direct and guaranteed loan programs. The Agency currently has over 155,000 current and archived customer records on the web. FSA has two levels of customers, the farmer/ranchers obtaining direct loans and lenders obtaining loan guarantees. Centralized data on the web allows Farm Loan Programs to share producer's information with other program areas within FSA as well as with other USDA agencies. FSA intends to procure a state of-the-art Commercial off- the-shelf (COTS) farm business planning and financial/credit analysis software package that is web-based. The application must be capable of providing unlimited access to an unlimited number of customer accounts sometimes referred to under Government contracting as a subscription type service.
