Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR) Program, CT Integrated Services (CTIS) Division is conducting market research to determine the extent of small and large business sources capable of performing shipping, warehousing, OCONUS travel support, and program support for world-wide operations. DTRA is the U.S. Department of Defense's official Combat Support Agency for countering weapons of mass destruction. Our people are Subject Matter Experts on WMD, and we address the entire spectrum of chemical, biological, radiological, nuclear and high yield explosive threats. DTRA's programs include basic science research and development, operational support to U.S. war fighters on the front line, and an in-house WMD think tank that aims to anticipate and mitigate future threats long before they have a chance to harm the United States and our allies. Originally sponsored by Sen. Richard Lugar and former Sen. Sam Nunn, the Cooperative Threat Reduction (CTR) program reduced nuclear proliferation threats by helping former Soviet republics meet arms control treaty requirements like START - the Strategic Arms Reduction Treaty. While the initial focus of the CTR program was on the most pressing nuclear proliferation threats, program funding was also directed toward improving the physical protection, safety and security of facilities that housed dangerous bio-agents under the cooperative Biological Threat Reduction program. The CTR program has accomplished much since its creation. The program has deactivated nuclear warheads, neutralized chemical weapons, safeguarded fissile materials, converted weapons facilities for peaceful use, mitigated bio-threats, and redirected the work of former weapons scientists and engineers, among other efforts. DTRA/CTR is located in a complex known as the Andrew T. McNamara Headquarters Complex (HQC) at Ft. Belvoir, VA. As the CTR program matures and expands its scope, its support requirements are increasing. Whilst still conducting operations in the Former Soviet Union (FSU), the emphasis has shifted to infrastructure and other support services beyond the FSU. The primary mission of the CTIS organization is to plan, program, manage, and execute efficient and effective shipping, warehousing, OCONUS travel support, and program support services for world-wide operations that are integrated across all programs, throughout all areas of responsibility (AOR). CTIS' objective is to develop and implement a comprehensive logistics support effort to enable CTR projects to accomplish their mission goals. The Contractor shall provide labor, material, subcontractors and facilities to accomplish the following tasks, when necessary, in a permissive, semi-permissive, or moderate threat environment : · World-wide door to door shipping services incorporating a technical aid, duty-free customs clearance process via the most expeditious, economical and efficient mode of service. · Secure warehousing and inventory management sites strategically located to receive, store and distribute equipment while providing the USG the best value · World-wide travel support for CTR delegations, training collaborators, CTR-sponsored conference attendees and Congressional Delegations. This support will include, but not be limited to: visa acquisition, stipend payments, hotel reservations, obtaining or reserving meeting facilities, cell phone support, in-country travel support, to include door to door ground transportation, procurement of tickets for other modes of in-country transportation, airport transfers, ability to track travelers, and 24/7 emergency on-call services. · World-wide program support services to provide projects with equipment/materials, maintenance services, facility support, security services, renovation support, property management, translation/interpretation services, and early engagement support. · Access to integrated web-based, searchable, information and reporting system for managing and tracking all aspects of these tasks. System must have a robust recordkeeping and financial reporting capability. In order for the DTRA/CTR/CTIS to properly gauge the capability of the small and large business community, interested concerns must provide: a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point Times New Roman font minimum) demonstrating the ability to perform any or all of the efforts above. This statement should describe your firm's ability to provide adequate staffing to perform all activities required. b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above.
