Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office Analytical Chemistry Division, intends to negotiate with Savillex Corporation on a sole source basis under the authority of FAR Subpart 13.106-1(b), to purchase PFA 5mL, 7mL, 15mL, and 90mL Teflon Jars with Recessed Lids and Tabs for Labeling. The 5mL, 7mL, 15ml and 90mL PFA Teflon jars with recessed lids are used in continuing research projects that began during the development of the National Biomonitoring Specimen Bank (NBSB) and Marine Environmental Specimen Bank (Marine ESB). NIST uses these jars to store tissues collected in the field for long-term archival (100+ years) and for contaminants analysis, both organic (PCB's, PBDE's, PAH's, DDT's, etc.) and inorganic (mercury, lead, arsenic, etc.), for all projects, including the National Marine Mammal Tissue Bank, the Seabird Tissue Archival and Monitoring Project, the Health Assessment of Bottlenose Dolphins Project, the American Peregrine Falcon Environmental Monitoring Project, the National Status and Trends, Mussel Watch Project, and the newly established Pacific Islands Specimen Bank Expansion. The jars must be made from PFA Teflon because of the potential for organic materials leaching from the jar into the sample. However, interested parties that are capable of providing the aforementioned product may clearly and unambiguously identify their capability in writing, and submit a Product Specification Certificate on or before the response date for this notice. All responsible sources may submit or quotation which shall be considered by the agency.
