- The replacement of the existing Chelsea Street Bridge by the Massachusetts Department of Transportation (MADOT) with a new vertical lift bridge allows the Corps to modify the existing Federal navigation channel in the vicinity of the bridge. The project area is located approximately 125 feet downstream of the bridge to approximately 350 feet upstream of the bridge. There are two channel widths that are currently under consideration for the channel. The first alternative would create a minimum 140-foot wide channel in the vicinity of the new Chelsea Street Bridge. The second alternative is the creation of a minimum 175-foot wide channel. The 175-foot wide channel alignment is dependent on bulkhead modifications that must be completed before the navigation channel can be widened to 175 feet both alternatives would widen the channel and bring the channel to its authorized depth of -38 feet MLLW. This contract effort requires close coordination with the MADOT contractor as the widening effort has to be sequenced with the removal of the existing bridge fenders system. After the new bridge is in place, the MADOT contractor will begin the removal of the fender system starting on one side of the river. As soon as the fender system is removed from one side dredging will be required to begin on that side of the river. Immediately following the dredging effort, the area will be surveyed and a US Coast Guard (USCG) contractor will place aids to navigation. The MADOT contractor will then remove the fender system on the other side of the river, and then dredging to widen the channel on that side of the river will commence, the area will be surveyed and the USCG will install additional aids to navigation. Because there are three oil terminals upstream of the bridge with limited storage capacity, the dredging, surveying and installation of aids to navigation must be completed within five days. We are estimating that the dredging would have to occur in two to three days for each side of the river. Approximately 34,700 cubic yards (cy) of material, which includes two feet of over depth dredging, would be removed by mechanical means to widen the channel to 140 feet. Of this amount, approximately 5,100 cy of surface material is unsuitable for ocean placement and will need to be placed into the existing CAD cell Cl2 which was constructed during the deepening of the Boston Harbor Navigation Improvement Project. This cell is located at the upper end of the navigation channel in the Chelsea River. The remaining 29,600 cy of material is parent material and will be placed at the USEPA Designated Massachusetts Bay Disposal Site located 20 miles offshore. The unsuitable material must be removed with an environmental (closed) bucket. The suitable material will be removed using an ordinary, toothed clamshell bucket. All of the dredged material will be placed in a split hull scow for transportation to either the CAD cell or the MBDS for placement. It is estimated that approximately 17,400 CY of both unsuitable and suitable would need to be removed from one side of the river within the 2 day period thereby requiring equipment that can dredge approximately 10,000 cy/day at a depth of up to 50 feet of water. Approximately 53,000 cy of material, including two feet of over depth dredging, would need to be removed by mechanical means to widen the existing navigation channel in the Chelsea River to 175 feet. Of this amount, approximately 7,100 cy is unsuitable for ocean water disposal and would be disposed into CAD cell C 12. The remaining 45,900 cy of suitable material would be disposed at the MBDS. Although the dredging must be accomplished in a short duration, because the activities are being sequenced around the fender system removal and placement of aids to navigation, the dredge could be on site for approximately 3-4 weeks. The contract will also have an option for the removal of an old, abandoned concrete railroad counterweight which is located in the mud behind the fender system on the Chelsea Side of the river. The counterweight is approximately 930 tons in weight and is trapezoidal in shape. It is approximately 35 feet long, with sides of 18 feet and 15 feet. The counterweight is approximately 20 feet in height and is sunk into the mud so that only approximately three to four feet of the counterweight is above the mud line. It is assumed that the counterweight contains steel reinforcing bars but no drawings of the counterweight are available. The estimated cost of this procurement is between $1,000,000 and $5,000,000. Work will begin in January 2012 and could extend over a 60-90 day period if options are exercised. This solicitation is unrestricted to small business size standard; applicable NAICS code is 237990. This is not a request for proposal at this time, the solicitation requirements and contract documents to include detailed plans and specifications will be available on or about 7 September 2011.
