Description
Justification for Selection of Climate Scientist Statement of Work Climate Scientist The U.S. Department of Commerce, NOAA/Air Resources Laboratory, plans to negotiate on a sole source basis with I. M. Systems Group, 3206 Tower Oaks Boulevard, Suite 300, Rockville, MD 20852, to provide the services of their employee, Dr. Bomin Sun, (in accordance with authority 41 of U.S. C. 253 c (1), to provide scientific and technical support for research on long-term trends in cloudiness using ground-based and satellite data sources. The primary goal of the research is the production and analysis of improved datasets of total cloud cover, low cloud, and other related variables. This work will require the processing and analysis of many large datasets and the expertise of individuals familiar with cloud data. In addition, the contractor must have a Ph.D. and at least five years of experience after the degree in the area covered by this Statement of Work. To facilitate this research, the contractor will obtain, process and analyze relevant datasets and participate in writing papers and other scientific communications describing the work, using the contractor's experience and expertise in working with cloud data. Tasks to be performed: •Access, decode, extract and process PATMOS and UW/HIRS satellite cloud data files. •Produce monthly time series from the satellite data (1980s - present) which are collocated with U.S. first-order and military weather stations. Contribute to comparisons between satellite and ground-based cloud time series. •Obtain and process U.S. COOP daily precipitation data to create monthly time series of precipitation frequency for the U.S. first-order stations. •Participate in analysis of the feasibility of reconstructing cloud data in areas of the U.S. where data is missing, using cloud observations from surrounding stations, precipitation data, satellite data or other meteorological data. •Obtain, process and analyze other meteorological data from ground or satellite sources as needed to further the goals of the project. •Provide advice and assistance to other team members on processing and analysis of cloud and other data. •Contribute to writing of papers and preparation of scientific presentations on changes in cloud cover. •Communicate with potential collaborators and sources of data or information as needed to further the goals of the project. •Other duties as needed to accomplish the goals of the project. Deliverables: •Brief monthly reports summarizing work done in the previous month. •Monthly time series of precipitation frequency for the U.S. first-order stations. •Monthly time series from the satellite cloud data (1980s - present) collocated with U.S. first-order and military weather stations. Schedule: One (8 hour) day per week, to begin immediately and end withone one year thereafter, not to exceed a total of 342 hours. This notice of intent for services as noted in the Statement of Work is not a request for competitive proposals. However, all proposals received by closing date will be considered by the Government. A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided that demonstrates the ability to provide the services as spelled out in the Statement of Work noted above. It is required that all contractors doing business with this office be currently registered in the Central Contractor's Registry (CCR). No award can be made to a company not registered in the CCR. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifcations, with its quote. The associated NAICS Code is 541620. This announcement constitutes the only soliciation. No written solicitation will be issued.
