- DLA Troop Support intends to enter into Tailored Logistic Support (TLS) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to support the maintenance, repair, and operations (MRO) requirements of military installations, federal agencies, and other authorized customers located within the geographic area defined as the United States Central Command Area of Responsibility (CENTCOM AOR). The Government intends to award multiple contracts, a minimum of three and a maximum of five, to those offerors whose proposals are most advantageous to the Government, considering evaluation factors and price. The MRO contracts will contain a base ordering period of 2 years which includes a "ramp-up" period of 60 days, if necessary. The contracts will also include a provision for a unilateral option on the part of the contracting officer to extend the contract by up to two option periods of eighteen months each. The annual estimated value of this acquisition (all contracts awarded for the 2 year base and two 18- month option periods) is $130 million per year with a $900 million five year maximum contract value. In general, the scope of the acquisition includes MRO materials and other supplies, including but not limited to: heating, ventilation and air conditioning (HVAC); plumbing supplies (including bath and shower items, and ablution units); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds; chemical, lubricating, and rubber products and products including same; construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures to include re-locatable buildings (RLBs & ablution units), etc.; perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by the maintenance personnel ) and various other immediate need maintenance and repair items. After the contracts are awarded, pursuant to the fair opportunity requirements of FAR 16.505(b), all delivery orders will be competed among all awardees, except that the Government reserves the right to direct orders to a particular source under urgent circumstances, to meet contractual minimums, or to provide economy and efficiency as a logical follow-on to an order already issued in accordance with FAR 16.505(b)(2) Exception to Fair Opportunity Process. The anticipated issuance of the Request for Proposal (RFP) is early September 2011 with an early October 2011 closing.
