- The Bureau of Reclamation, Columbia-Cascades Area Office intends to negotiate on a sole source basis to obtain services for archeological and cultural property reporting of Banks Lake (including the drawdown scheduled for late summer/fall 2011), along the Upper Grand Coulee, a portion of the Columbia Basin Project (CBP), Washington. Reclamation is required to fulfill its National Historic Preservation Act requirements to complete tasks and update reports prepared by the Confederated Tribes of the Colville Reservation (Colville Tribe) History/Archaeology Department (HA Dept) in areas of archaeological/cultural concern. Fours tasks will be completed: 1) Review Existing Draft Report/Collect Additional Information; 2) conduct field inventory at archaeological sites exposed by the deep drawdown of Banks Lake; 3) make the required report changes and enter any new site information on DAHP site forms and prepare a draft report to be submitted to Reclamation for review and comment; 4) Prepare final report. The total estimated value of these services and deliverables is $90,000 A Justification for Other than Full and Open Competition has been prepared in support of this acquisition in accordance with the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. (a) Authority. (1) Citations: 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source.And in consideration under Reclamation Cultural Resources reimbursement policies. The work is being completed on federal lands within the traditional/historical territory of the Colville Tribe. The HA Dept conducted all of the previous work on this project for which this is a follow-up/finalization of. Furthermore they are in possession all of the data, field notes, records, and material collections from that work in their federally-approved facility in Nespelem, WA. The HA Dept has the unique qualifications of being able to conduct the compliance work w/o the government having to furnish materials or data, The work requires some consulting with local residents in their native language, and the HA Dept is not required by the Tribe to obtain a project-specific permit from the Colville Tribal government. Under Reclamation Cultural Resources reimbursement policies, reimbursement to the Colville Tribe is allowable for such consultant services; the HA Dept is entitled to preference by virtue of their Tribally owned -and-operated status and has indicated that they will accept the work. Firms believing they can provide the service must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements by close of business Wednesday August 24, 2011. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future acquisitions of this type. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Firms should identify business size (i.e. small business, other than small business, etc. This notice may represent the only official notice of such a solicitation.
