- Redacted Sole Source Justification PROPOSED SOLE SOURCE SOLICITATION: University of Tennessee, Dr. John E. Bell The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). Proposed source is the University of Tennessee. (CAGE: 4B958, NAICS: 541614). This notice of intent is not a request for competitive quotations: however, all quotations/responses received within five (5) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Andy Vanover at gary.vanover@wpafb.af.mil no later than 28 August 2011, 4:00 P.M. Eastern Standard Time. Only proposals received by this date will be considered. The Operational Contracting Division of Aeronautical Systems Center at Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement: The Air Force Institute of Technology (AFIT) requires the services of experts in the development of in-depth research protocol development, interview guide development, and team lead/member interview training. These individuals must have demonstrated academic expertise in these areas by publishing articles in top tier management, operations management, and logistics/supply chain management journals. They must also understand and appreciate the intricacies of mission impact that these phenomena typically have within and across organizations. These experts will be required to support ongoing logistics and supply chain research being conducted by AFIT. The purpose of this project is to achieve a better understanding of the underlying management foundations supporting leading edge practices, policies, processes, and metrics used by commercial organizations. Based on this foundation, additional research will seek to determine the best applications for Air Force/Department of Defense use and application.
