Description
The Naval Surface Warfare Center “ Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources of a diver's binocular, mask-mounted data display for use in zero visibility environments. The intended use for the information is to assess advances in technologies and products in this area. The Government desires to assess only those systems that utilize current technology and that are available in the open market. This market survey does not obligate or bind the Government to offer contracts to responding companies. The Government is interested in identifying commercially-available binocular data displays that mount externally to a diver ™s face mask, that operate in the physical conditions consistent with Navy diving environments, and that meet or exceed the following characteristics: Fixed-focus optical system, no interpupillary adjustment mechanism needed and should provide for an extended 35mm+ eye relief allowing the system to be placed outside a dive mask without losing full display screen field-of-view (FOV); High resolution (no less than 800 x 600 pixels) color data display that uses a standard SVGA data interface; Diver-controlled brightness levels for use in daylight, or night time operations; Designed for the rugged physical environments in which Navy Divers conduct their work; Designed for use underwater to a depth of 190 feet of seawater (FSW) (minimum required), or 300 FSW (preferred); Attachment brackets for use with the US Navy MK24 full face mask (FFM) (AGA-Divator) and Kirby Morgan M48 MOD 1 FFM. The attachment mechanism should be able to be quickly attached or removed while submerged, and be able to flip-down to quickly display the data to the diver or to flip-up to quickly clear the diver ™s visual field; A low magnetic signature that either meets or exceeds the non-contact limits for diver gear. Components and display assemblies should be characterized in accordance with MIL-DTL-19595D. Meeting the non-contact limits is required; meeting the levels for contact is preferred. The Government requests information about binocular, mask-mounted data display systems that utilize current technology and are available in the open market. Responses to this Request for Information should include materials that describe your company ™s diver binocular data display product or products and how this product(s) compares to the desired characteristics identified above. Responses should contain: 1.Description of the diver's binocular mask-mounted data display characteristics compared to the desired characteristics identified above; 2.Physical characteristics including connector interface information; 3.Product development history and current status; 4.Independent environmental and magnetic testing results; 5.Product application and history of fielded systems; 6.US military applications including points of contact; 7.Installation and integration requirement; 8.Time to manufacture, conduct factory acceptance testing, and deliver; and 9.Current price per unit and any volume discounts. Responses should also contain supplementary materials that identify your company ™s capabilities, experience, and overall understanding of designing equipment for commercial or Navy divers. If your product(s) does not meet one or more of the desired characteristics identified above, the response should contain additional information to document your estimate of the development costs required to improve your product ™s design to meet the desired characteristic. The following Rough Order of Magnitude (ROM) cost and schedule information is requested: a.Development and testing a prototype system that meets all desired characteristics; b.Environmental and magnetic testing; and c.Establishing a production line. NSWC PCD requests your responses by 10:00 am (CST), on 19 September 2011. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning. Information provided will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NSWC PCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. At no cost to the government, responding vendors may continue technical dialogue with this market survey ™s Technical Point of Contact after the initial response is provided. This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. All information shall be provided free of charge to the Government.
