Description
This is a Notice of Intent from the United States Department of Agriculture, Natural Resources Conservation Service (NRCS). NRCS intends to issue a fixed-price award on a sole source basis to Signiant Inc., 152 Middlesex Turnpike, Burlington MA 01803 in accordance with FAR, Part 6.302-1(a) (B) (iii) (A), Only One Responsible Source and no other Supplies will Satisfy Agency Requirements. NRCS intends to acquire this requirement as a commercial item in accordance with FAR Part 12 and FAR Part 13.5. The mission of NRCS is Helping People Help the Land and the NRCS vision is Productive Lands-Healthy Environment. The mission of the National Geospatial Management Center (NGMC) is to provide NRCS with technical leadership and expertise in the areas of cartography, aerial photography, remote sensing, imagery, natural resources data, geospatial technology, National Resources Inventory, and Soil Survey. The vision of NGMC supports the mission of NRCS by developing effective applications of geospatial technologies -Enabling Today's Conservation Using Tomorrow's Technology. The NGMC is known for the quality of maps and geospatial data it produces to support various NRCS projects and programs. NGMC supports various programs for the purpose of managing natural resources for the nation. The Natural Resources Inventory (NRI) is one such program. The NRI program is charged with inventorying natural resources through the use of collection tools and aerial photography. The Remote Sensing Data Mart consists of over 2.5 million imagery files which are created and utilized at three remote sensing labs at different locations that exist in Portland Oregon, Fort Worth Texas, and Greensboro North Carolina. Software must ensure consistent, secure, reliable, automated transfer of imagery files between all three Remote Sensing Labs and the Remote Sensing Data Mart. It must be capable of handling the management of NRI imagery. NGMC must be able to receive updates for newer operating systems and hardware. The current transfer software has been architected into the overall NRI data management system at three labs and the Remote Sensing Data Mart. It is installed on NRI servers running several active jobs on various systems utilizing the transfer software written by Signiant. Software to be purchased must be capable of supporting Windows Server 2008 and effectively manage bulk file transfers across a WAN and between different operating systems. The requirement consists of a software license, content transporter, media agent, standard maintenance, and annual support for a one year period from the projected award date of September 1, 2011. A determination by the Government not to compete this proposed award is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. Firms that believe that they are able to perform this requirement may submit their capabilities to perform the effort and provide evidence of compatible software by email to judith.weber@ftw.usda.gov not later than August 29, 2011 at 3:00 pm central time. Any emails should include the solicitation number AG-7482-S-11-0016 in the subject line. The capabilities submitted will be evaluated solely to determine whether or not the procurement should be conducted on a competitive basis. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $25.0 million. Information received will normally be considered for purposes of determining whether to conduct a competitive procurement for similar purchases in the future.
