- The Bureau of Land Management (BLM) National Training Center (NTC) located at 9828 North 31st Avenue Phoenix, AZ 85051 seeks a contractor to provide all equipment, all labor, all service and all supervision necessary to furnish, install, program, and configure a complete IP based CCTV system and provide all service after the sale which includes, but is not limited to, technical support which includes on-site technical support to bring up a downed system by having a technician come to the BLM NTC within eight hours of notice of need. The complete details are in the Scope Of Work (SOW).A site visit by prospective contractors is encouraged. The federal government notes that a site visit can never be required and attendance / non-attendance at a site visit may never be used to favor a contractor who did make a site visit or used adversely against a contractor who did not make a site visit. Dans contact information is given below.The federal government intends to award without discussions but may conduct discussions if it becomes necessary.The contractor will be selected by means of best value criteria. The best value criteria exclusive of price are in the aggregate more important than price. The best value criteria in no particular order are: 1) the equipment to be provided where if it is not the Panasonic equipment preferred by the government its closeness to the Panasonic equipment is considered i.e. brand name or equivalent (see SOW for the requirement when proposing equivalent equipment) 2) technical qualifications of the technicians who will be designing and installing and testing the system and will be the technical support staff for service after the sale 3) response time of a technician to the site to bring up a downed system eight hour or less response time is the only acceptable time frame 4) warranty (service after the sale) what is covered and for how long and to what extent 5) past performance (reference checks) and 6) price.All contractors wishing to do business with the federal government must have a current entry in the Central Contractor Register (CCR, http://www.ccr.gov) and must have a current ORCA application (https://orca.bpn.gov).This procurement is a 100% set aside for small business.
