Description
Response Date/Time: September 6, 2011 ? 3:00PM Eastern Time The U.S. Environmental Protection Agency?s (EPA) Security Management Division (SMD), Security Operations Branch (SOB), in Washington DC, intends to award a Purchase Order to Eagle Technologies, Inc., under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this follow-on purchase order is to allow the continuance of critical day to day security operations while the new five (5) year order is being competed and awarded using the GSA Schedules Program. These operations include, but are not limited to, access control, alarm monitoring and programming, badge and credential issuance, lock and key work, and occupant emergency plans. These functions are critical to the agency?s daily operation. It is not EPA?s intention to circumvent the competitive contract process by issuing this bridge contract. If this bridge contract is not awarded, the Security Operations Branch will not be able to maintain certain critical security functions at EPA Headquarters? buildings. Without this bridge contract, there would be no staffing of the badge or credential office. This would lead to the non-issuance of EPA proximity and HSPD-12 identification badges as well as non-issuance of various types of necessary credentials. The current contract with Eagle Technologies provides critical key cutting and lock repair services, the loss of which would negatively impact the overall security of the facilities. This contract also includes integral security support to supplement the contract guard force in the areas of emergency planning, incident reporting, as well as IT security systems management. The lack of systems upkeep on the older security system would lead to catastrophic failure of the badge management system, access control, and alarm monitoring. The issuance of a bridge contract will allow the EPA to maintain critical security functions while soliciting proposals for the awarding of a new security support contract. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered. Responses to this posting must be in writing and submitted to Benita Jackson, Contracting Officer, to Jackson.Benita@epa.gov. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
