- Attached is a solicitation for Project Manager/Technical Writer which includes the statement of work, as well as the terms and conditions. (PLEASE SEE THE SOLICITATION FOR COMPLETE DETAILS OF THE REQUIREMENTS) The Contractor shall provide all supplies and/or perform the services described in Section C., at the Library of Congress, in accordance with the requirements of this Solicitation. The title for this Solicitation/Contract is Project Manager/Technical Writer for MBRS Contract. Offerors must quote prices for all supplies and/or services required during the base period in order to be considered for award. Partial pricing by an Offeror shall render the proposal non-responsive to the Library's requirements and the proposal shall not be considered for award. Unit prices quoted shall be inclusive of all the Offeror's direct costs (e.g., labor, maintenance, handling and transportation costs), other direct costs (ODC's), indirect costs, and profit. Offerors must include all costs associated with providing the services described in and required by the Solicitation. Offerors are cautioned that its price proposal may be rejected as non-responsive to the Solicitation requirements if it is materially unbalanced as to prices for the initial contract period. A price proposal is considered to be materially unbalanced when it is based on prices that are significantly less than cost for some items/work and prices that are significantly overstated for other items/work. The Library shall not be responsible for compensating Offerors for any costs tied to Solicitation requirements but not factored into the proposed prices, either by the Offeror's intention or by mistake. Prices/Costs The Offerors shall furnish pricing information for the required Solicitation. B.3.3 Fees: The total Fees for twelve (12) months (subject to modification by the Contractor as set forth below in this Section): Total Annual Cost; Base Year (1) = ___________ Total Annual Cost; Option Year One (2) = ____________ Total Annual Cost; Option Year Two (3) = ___________ Total Annual Cost; Option Year Three (4) = ____________ Total Annual Cost; Option Year Four (5) = _____________ The resources provided for this effort would allow the Technology Office to focus on its core competency of providing timely and effective solutions to the technical challenges at the Packard Campus. While creating any planning, procurement, or design documentation, the resources will take care to ensure that no conflicts of interest arise between him/her selves and potential vendors to the Library. All documentation will be done in a cooperative effort with the appropriate stakeholders and managers; who will provide expert guidance and authoritative input into the content of all documentation. Scope of Work General Requirements • Resource must have at least 2 years experience in each of the following areas: Document Management Content Management / Administration Configuration Management Process Management Technical Writing Microsoft Sharepoint • Resource must have experience successfully implementing CMMI® or People CMM® concepts and practices. • Resource must have experience as part of a team which has successfully reached at least Maturity Level 3 in published audit results (PAR) [as found on http://sas.sei.cmu.edu/pars/pars.aspx] • Resource shall have 2 years project management experience and/or hold current PMP® certification. • Resource shall be familiar with the 2100 series of Library of Congress Regulations (LCR) and/or the Federal Acquisition Regulations (FAR). • The Government will supply the necessary hardware, software, working space, computer equipment, manuals, specialized training, documentation, etc., needed to provide support under this Task Order, unless specified in the task description. • The Government will provide contractor with established LOC Configuration Management guidance that will be used through the contract. LOC will also provide existing IT system security documentation to ensure conformance with standards. Specific Requirements The resource provided will perform tasks as described below. It is expected the resource will be available on site for the duration of the period of performance. 1.1.1. Process Identification and Improvement • Identifies deficiencies in existing process areas • Identifies processes which do not add organizational value • Improves existing processes to comply with PMP and CMMI guidelines and best practices • Suggests and creates processes to bring organization at least to CMMI Maturity Level 3 1.1.2. Process Administration • Manages new and existing processes • Audits process compliance • Creates reports of process compliance • Suggests and implements methods to increase process compliance 1.1.3. Document Management Administration • Provides taxonomy and metadata creation for document management solution • Ensures data and metadata consistency within document management solution • Ensures availability of documents and document management solution • Creates workflows to automate document-related processes 1.1.4. Technical Writing • Produces project charters, project management plans, standard operating procedures, change requests, memoranda • Writes plans documenting the management of scope, staffing, schedule cost, quality, risk, configuration, and procurement • Works in a cooperative effort with the appropriate stakeholders and managers • Receives expert guidance and authoritative input and incorporates such into written documents 1.1.5. IT Project Support • Provides project management to the Technology Office • Coordinates master projects and scheduling • Analyzes, develops, and assesses solutions to specific standard issues of client sections and agencies • Provides technical advice and assistance to the MBRS Chief Technology Officer • Provides technical information and guidance to existing and potential vendors • Creates project management plans and Gantt charts • Various SDLC/PM Documentation Deliverables 1.1.6. Procurement Support • Reviews and process procurement paperwork. • Anticipates procurement needs. • Prepares purchase requisitions, recommendations for engaging experts and consultants, and requests for proposals (RFP) • Coordinates with procurement on the purchase of major items. • Follows up to ensure that responses from support offices are complete and timely. • Maintains inventory records • Arranges for order and deliver of items.
