Combined Synopsis/Solicitation - F1S0AE1214B001 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2005-53 and DFARs Change Notice (DPN) 20110725. NAICS is 334220 with a small business size standard of 750 employees. This acquisition is a 100% small business set-aside. The Air Force Flight Test Center (AFFTC), at Edwards AFB, CA is seeking potential sources capable of providing an Evertz Analog Video Router W2 Redundant Power Supply P/N QT-3232+2PS and Evertz Intelligent Control Panel P/N CP-1000E which includes the following Specifications: BRAND NAME OR EQUAL TO: 1. PART NUBER QT-3232N+2PS EVERTZ ANALOG VIDEO ROUTER W2 REDUNDANT POWER SUPPLY 2. PART NUMBER CP-1000E EVERTZ INTELLIGENT CONTROL PANEL REQUIREMENTS: 1. QUANTITY ONE (1) EACH, PART NUBER QT-3232N+2PS EVERTZ ANALOG VIDEO ROUTER W2 REDUNDANT POWER SUPPLY 2. QUANTITY ONE (1) EACH, PART NUMBER CP-1000E EVERTZ INTELLIGENT CONTROL PANEL MINIMUM SALIENT CHARACTERISTICS/SPECIFICATIONS FOR EVERTZ ANALOG VIDEO ROUTER W2 REDUNDANT POWER SUPPLY P/N QT-3232+2PS AND EVERTZ INTELLIGENT CONTROL PANEL P/N CP-1000E: Following are the specific technical requirements for these items, all of which the Evertz Analog Video Router W2 Redundant Power Supply P/N QT-3232+2PS and the Evertz Intelligent Control Panel P/N CP-1000E units meet: a. The switch shall have at least 32 inputs and outputs. These inputs and outputs must be BNC coaxial type connections. This switch is intended to switch NTSC video. NTSC video is a single-cable analog signal as used by standard Television (pre-Feb 2009). The switch should be non-blocking, meaning that any combination of inputs and outputs may be cross connected without restrictions. The cross connect "points" in the switch should not be mechanical in nature (i.e. they should not be relays). b. The system shall include a control panel to allow the user to issue switch commands without the need of a separate full-sized computer. The switch must have an internal controller that will communicate with the control panel. The controller needs to be programmable to allow the input and output ports to be given user-friendly names and to allow the control panel to use those names. c. The system shall provide the necessary setup software (if special software is needed). The software, if needed, shall be "user friendly" in that it does not require the user to have special knowledge to accomplish the setup of the switch and control panel. Any special setup programming cables needed shall be supplied with the system. d. The switch shall not be larger than two rack units in height. The control panel shall be a separate item that can be mounted at a different location from the switch proper, and one rack unit in height. An internal control panel would be placed in an awkward position, i.e., floor-level, with the current mounting position of the switch in our rooms. The switch and control panel power supplies may be internal or external to the device. e. Following are additional technical specifications that would have to be matched, in general, for a different unit to be compatible with the requirements: For the Switch: EVERTZ ANALOG VIDEO ROUTER W2 REDUNDANT POWER SUPPLY P/N: QT-3232N+2PS Configuration The modular design of the Q-32N routers give them a high degree of flexibility, allowing them to be easily configured in square or non-square sizes. The Q32-N is housed in a 2RU frame. The Q32-N is available in three fixed sizes -16x16, 32x16 and 32x32. The Q32-N can be upgraded by returning the router to the local service center. Control The Q32-N router includes, as standard, an internal Frame Controller module which supports a single Q-Link and Serial port on the rear of the router. The optional internal CI module can be fitted to the Q32-N to increase the number of Q-Link and Serial ports. The Q32-N has a number of control options, they are: Passive Remote Control Panels: The CP-1601A-P and CP-1604-P passive remote control panels can be fitted to the Q32-N routers via a PI-1604 or PI-1608 parallel interface. Remote Control Panel: Any panel(s) from the entire range of Quartz remote control panels can be used with the Q32-N router connected via Q-Link. External Third Party Control: The Q32-N routers can be remotely controlled via an external third party control device such as an automation system, when connected to the router's serial port. Expansion The input or output stage of the Q32-N can be expanded from 16 to 32. Power Supply The power supply for the Q32-N is internal. The 2RU Q32-N frame can be fitted with an optional redundant power supply with separate AC power inlet and alarm output. Analog Video: Terminated inputs for best possible signal performance. DC restored inputs for composite signals ensures switching free from the picture disturbances often encountered in DC-coupled-only designs. Vertical interval switching for clean switching reverts to free running if no sync reference (video or pulse), with all levels of the same route switching in the same field. Frames can be stacked for parallel component analog video routers, or a single frame can be split to provide, for example, four separate 8x8 routers from a single 32x32 frame. Operational Features: Diagnostic monitoring of temperature and PSU status. All modules are installed from the front for easy access for upgrades and maintenance not possible with some alternative designs. Built-in control system.
