- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to negotiate a sole-source, firm-fixed price (FFP), commercial item purchase order to house and post the revised NAVFAC Partnering program and all supporting materials on the Naval Facility Institutes (NFI) Total Force Training (TFT) site. In order to provide the revised Partnering program to all NAVFAC personnel who manage construction contracts, it is required that this material be housed and posted on the Total Force Training site. This will allow for continuous access to the materials seven days a week, twenty-four hours a day, CONUS and OCONUS. NAVFAC Atlantic intends to negotiate solely with Sunset Design and Programming, Inc., 3836 Ocean Drive, Oxnard, CA 93035-4122 under the authority of 10 U.S.C. 2304(c)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Sunset Design and Programming, Inc. is the only responsible source capable of satisfying the agency ™s minimum requirements. Sunset Design and Programming, Inc. is the only qualified source due to the fact that they are the designated Webmaster, Developer, and Central Design Agent (CDA) employed by NAVFAC Naval Facilities for the development of Naval Facilities Acquisition Center for Training websites and applications under contract N00178-07-D-5250-EJG2.The North American Industrial Code System (NAICS) code is 541512 with a size standard of $25 Million in average annual receipts. Interested parties must submit their capability statements in writing within 15 days of the date this notice is posted. Written responses can be emailed to Philip.mathews@navy.mil. Telephone calls will not be accepted. Any responses received after the 15 day submission period will not be considered. Responses will be used solely to determine whether a competitive solicitation should be issued and will not be the basis for an award. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
