- The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award an indefinite delivery, requirements contract on a sole source basis to the National Academy of Sciences (NAS), 2101 Constitution Avenue NW, Washington, DC 20418-0006. The requirement is for non-personal services to conduct scientific studies in the field of toxicology and related sciences and return an autonomous reporting of the results to the Department of Defense (DoD). The reports will serve as authoritative resources for legislative decisions, regulatory positions and for allocation of scientific resources in the government. The reports will also be made available to the general public at no expense through an online library. The basis for sole source justification is that in accordance with FAR 6.302-1(a)(2)(iii)(A), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The NAS is conducting ongoing studies for acute exposure guideline levels (AEGLS) which indicate the concentration levels of airborne chemicals at which different types of health effects could begin to occur in an unprotected civilian population. A National Advisory Committee (NAC), managed by the U.S. Environmental Protection Agency (EPA) is currently developing AEGLS for hundreds of toxic industrial chemicals as well as for chemical warfare agents. This reprocurement will require the ongoing development of AEGLS on airborne chemicals as identified by the NAC on a yearly basis. Under the current contract, the NAS has been responsible for studying approximately 45 chemicals and publishing Volumes 5 through 10. This effort will be continued on the instant procurement as Volumes 11 through 15 are anticipated. The NAS is also expected to complete other toxicology and related scientific studies under this procurement. The North American Industry Classification System (NAICS) code is 541690. The CHCC intends to award a contract no later than September 26, 2011. The anticipated ordering period for the indefinite delivery, requirements contract is September 29, 2011 through September 28, 2016. This is a sole source award. The CHCC intends to solicit and negotiate only with the National Academies of Sciences under the authority of FAR 6.302-1. A solicitation will not be published. This notice of intent is not a request for competitive proposals, however any quotes, proposals, or capability statements received by close of business Monday, September 12, 2011, will be considered by the contracting officer.
