Description
This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Department of the Treasury's Bureau of the Public Debt (BPD) is conducting market research to determine the feasibility of a set-aside competition for the Armed Forces Retirement Home (AFRH) in Gulfport, Mississippi. The AFRH-G requires pharmacy and IV therapy, medicine compounding, and related services. The resident capacity includes Long Term Care/Skilled Care unit of 24 beds, Dementia Care Unit of 24 beds, and an Assisted Living of 60 beds. The Contractor shall be expected to meet the needs of the residents by providing accurate and dependable dispensing of medications. The current average age for the population is 84. The average medication per individual is twelve (12). The Contractor shall provide medications in a unit dose system. The Contractor shall deliver medications on a daily basis, seven (7) days a week. The Contractor shall have a local back-up pharmacy, a consultant pharmacist on-call and/or emergency delivery of medications 24 hours a day. The Contractor shall provide an acceptable timeframe for delivery of emergency medications without additional cost to AFRH-G. The Contractor shall use generic medications whenever possible. The Contractor shall have the expertise in doing drug regimen reviews and offering therapeutic substitutions. The Contractor shall have a current formulary targeted specifically to the geriatric resident. The Contractor shall have the ability and shall provide in-service staff training for drugs prescribed. The Contractor shall perform periodic drug reviews, medication pass reviews and monthly unit inspections at the Gulfport, MS, facility. The Contractor is expected to have close interaction with the AFRH-G medical team, provide a monthly report and attend a monthly meeting at the facility. The Contractor shall have the ability and provide electronic medicine ordering and reordering, Medication Administration Records (MARS), Treatment Administration Records (TARS) and charting systems. The Contractor shall supply the AFRH-G facility with adequate medication carts, treatment carts and other computerized systems to transmit prescription needs. The Contractor shall be available to provide services 24 hours per day, 7 days per week. The Contractor shall provide an emergency/back-up system (electronic dispensing system). The Contractor shall audit the electronic dispensing system every other month. The Contractor shall provide Intravenous Services to the AFRH-G seven days a week with regularly scheduled pharmacy deliveries, and shall deliver Products on an emergency basis whenever deemed necessary by the Facility Administrator, charge nurse and/or Director of Nursing without additional charge to AFRH-G. Actual frequency of delivery is determined by patient acuity and drug stability. The Contractor shall provide 24-hour/7-day a week on-call emergency services for equipment failure, prescription drug delivery, and intravenous nursing services. The Contractor shall provide the consulting services of a Clinical Pharmacist on staff for troubleshooting and clinical pharmacy monitoring and consultation twenty-four hours per day, seven days per week. The Contractor shall provide the consulting services of a Clinical Infusion Nurse for trouble-shooting and consultation twenty-four hours per day, seven days per week. When needed, the Contractor shall provide the IV therapy equipment, IV pumps, and IV starter kits necessary to meet the needs of the residents and AFRH-G. The Contractor must develop Activities of Daily Living Records (ADL sheets) on a monthly basis. The Contractor is required to be an approved provider of Tricare Insurance, and other 3rd party insurance, and Medicare Services. The Contractor shall have the ability to bill Tricare and 3rd party payors for reimbursement of services. Residents and/or their insurance companies shall be responsible for payment of services. The Government is not responsible for payment and shall not be billed for these services. The Government will be responsible for co-payments and fees for those residents who do not have insurance. AFRH-G will identify to the Contractor those residents for which AFRH-G is responsible for payment.
