- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Regional Contracting Office-Bavaria, located in Grafenwoehr, Germany has a requirement to acquire a North Atlantic Treaty Organization (NATO) HUMINT contractor to facilitate seminars for the United States European Command (USEUCOM) J2X-H. The objective of the seminars is to provide participants with the most current and effective understanding of NATO HUMINT policy and doctrine. The required services will be performed at multiple locations within the USEUCOM (see SOW) Area of Responsibility (AOR) as specified in the attached Performance Work Statement (PWS). BASIS OF AWARD The Government will evaluate Past Performance based upon the required minimum information to be submitted by the offeror in accordance with FAR 52.212-1(B)(10). Evaluation of offers will be made IAW Addenda to FAR 52.212-2, included herein. The Government reserves the right to make an award solely on initial offers received. Offerors bear the burden of ensuring that offers (and any authorized amendments) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the offer must reach the office before the deadline specified in this solicitation. The offeror bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt of offers by the POCs identified in this solicitation. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be eligible for award. OFFEROR REPRESENTATIONS AND CERTIFICATIONS - - - Prior to submitting an offer, vendors must complete online Representations and Certifications. To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov SCHEDULE OF FIRM FIXED PRICE (FFP) WORK The contractor shall provide professional services for two (2) distinctly separate seminars for NATO HUMINT Skills Level 1 and Level 2, and other required services in accordance with the enclosed Performance Work Statement (PWS). There will be two seminars each, Level 1 and Level 2, for a total of four seminars. The period of performance shall be on or about 28 September 2011 through 27 September 2012. CLIN 0001 - International Security Assistance Forces (ISAF) Human Intelligence (HUMINT) Cooperation, Collaboration, and Coordination (IHC3) seminar Level 1, with performance at Pitesti, Romania. Participants 24 X U.S. and Foreign personnel. QTY: 1 each Seminar PROPOSED PRICE ____________________ Anticipated performance dates: on or about 17 - 31 November 2011. Specific dates to be determined in conjunction with COR during planning meeting after award. CLIN 0002 - International Security Assistance Forces (ISAF) Human Intelligence (HUMINT) Cooperation, Collaboration, and Coordination (IHC3) seminar Level 2, with performance at Pitesti, Romania. Participants 24 X U.S. and Foreign personnel. QTY: 1 each Seminar PROPOSED PRICE ____________________ Anticipated performance dates: on or about 17 - 31 November 2011.
