- Description
- The Mission and Installation Contracting Command - Installation Contracting Office, Fort Campbell, KY, has a requirement for Model SEID-20 Scorpion Insertion Device. The Model SEID-20 is the only known piece of equipment that meets performance requirements to satisfy mission need of the Installation Maintenance Division (IMD), Directorate of Logistics (DOL). These requirements are necessary to safely and efficiently remove and install tires on rims used on the Mine Resistant Ambush Protected Vehicles (MRAPs) and for repairing HUMVEE wheel assemblies for NMP (National Maintenance Program). Specific capabilities include: capability to extract and insert run flat tire inserts; change tires up to 20' in diameter; have less than a 20-minute cycle time; can be used by single operator; can be moved with a forklift in a single move. The Model SEID-20 Extraction Insertion Device is the only known piece of equipment that meets the Government's requirements. The procurement will be conducted on a sole source basis in accordance with the FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). The Agency intends to enter into a firm-fixed-price contract with DJM Manufacturing & Sales, LLC. The basis for restricting competition is that DJM Manufacturing & Sales, LLC, Elizabeth City, North Carolina, manufactures the Model SEID-20, the only known equipment capable of meeting the Government's needs. NAICS code for this procurement is 333329 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an Unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, DJM Manufacturing & Sales, LLC. Responses are due by 06 September 2011 2:00 P.M.
